Job Summary

This position is in the Washington Headquarters Services (WHS), Financial Management Directorate, Accounting Division. This division is responsible for providing financial reporting on allocations to the Office of the Secretary of War (OSW), WHS, Defense Finance and Accounting Service (DFAS), and other DOW activities. The incumbent serves as a proactive problem-solver and special assistant in all areas of the Accounting Division.

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 5 U.S.C. 9905, as amended by P.L. 116-92, SEC 1109, further amended by P.L. 116-283, SEC 1117 and further amended by P.L.118-31, SEC 1104 and SEC 1250B. Incumbents typical work assignments may include the following: Advise senior leadership on the application of financial management theories, concepts, principles, and standards related to the development, execution, and maintenance of strategic and operational plans. Evaluate and communicate key metrics to implement action items for process improvement. Develops new strategies to solve difficult accounting and reporting system problems.

Prepare monthly, quarterly, and annual fmancial and accounting reports. Analyze audit reports, management reports, and other indicators to identify areas for future process improvement. Takes necessary actions to ensure WHS accounting procedures follow DOW general ledger requirements, including property accounting, accrual accounting, and the key accounting requirements presented by DFAS in its annual Federal Managers Financial Integrity Act (FMFIA) certification guidance.

Education must be accredited by an accrediting institution recognized by the U.S.

Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. If selected, an official/sealed transcript will be required prior to appointment. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.
