Job Summary

The incumbent in this position services as the primary administrative official for Geriatrics and Extended Care (GEC) Services and provides administrative leadership support and guidance to the Chief, GEC. The incumbent provides for the overall administrative management for the service in such areas as budget and fiscal, supplies and equipment management, contract management, human resources management, strategic planning and program evaluation.

Major Duties

Incumbent is responsible for the accomplishment of GEC Services' administration functions and acts as the primary participant in the development and implementation of both long and short-range policy and planning efforts. Develop and implement standard operating procedures or other guidelines for the performance of recurring operations. Make day-to-day observations of the progress of work and adjust priorities to meet requirements. Works closely with the clinical staff and provides training on administrative rules and/procedures as they apply to clinical operations. Ensures subordinate personnel are competent to perform their duties and provide training related to operations and safety. Provides budgeting and financial management services for GEC Services. This includes budget formulation, justification, execution, monitoring, financial management and financial reporting. Provides advice to Chief, managers and personnel on budget and finance issues. Reviews budget estimates submitted by managers/supervisors, analyzes program plans and information to determine base resource levels required, and identifies need for changes. Make analyses of program reports, financial statements and other accounting data, correlating and verifying information. Manages procurement and contracting for GEC Service. This may include preparing procurement requests, evaluating proposals for work, serving as the Contracting Officer's Technical Representative (COTR) for procurements, and/or maintaining procurement and contract records. Represents the organization with respect to contract changes, adjustments, or settlements and assists with the resolution of contractor claims, delays or suspension of work. Determines when contract termination is warranted and works to affect it. Plans, develops, and provides personnel management assistance for GEC Service in coordination with the Human Resources Management Office (HRMO). Performs or oversees the full range of human resources requirements. Acts as the liaison to and cooperates with the HRMO to accomplish and/or resolve personnel-related matters. Provides advice and assistance to managers and supervisors concerning personnel processes and procedures and assists managers and supervisors in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, or drafting and implementing disciplinary and/or adverse actions. Adheres to all HRMO policies and union guidelines. Performs other related duties and functions as assigned. Work Schedule: Monday - Friday 8:00 A.M. - 4:30 P.M.
