Job Summary

This position provides a full range of administrative support for the Miami VAHS Engineering Service at the Bruce W. Carter Department of Veterans Affairs Medical Center. The incumbent of this position is an Administrative Officer, and is supervised by the Chief of Engineering Service within the Office of the Chief, of Engineering Service.

Major Duties

Duties include, but may not be limited to the following: Holds conferences, interviews, and performs surveys of buildings, organizations and division within larger organizations. Collect, analyzes, documents, and validates with appropriate management officials essential and relevant space planning information, using design industry-standard practices and guidelines. Evaluates collected data to assure requirements and standard of the agency are followed. Prepares feasibility studies for space allocation and reconfiguration of existing space. Engages senior leadership in all aspects of facility space planning and in the development of goals, objectives, and performance measures. Provides space planning expertise identifying short long term planning parameters requires to adequately accommodate current and future space needs. Prepares space plans, design-intent plans, and works with engineers and interior design to prepare construction drawings as appropriate, plans office relocations. Resolves any technical issues inherent in the allocation of space, and ensures adherence to the appropriate design criteria as well as to special requirements or standards. Coordinates the implementation of space changes with medical center staff including space occupants as well as moving contractors. Coordinates with the Engineering Service Program Specialist and Engineering Technicians to maintain facility drawings, and a database documenting space allocation throughout the MVAHS facilities, in order to facilitate access to the information by senior level officials. Provides advice and expertise to Facility and senior management on procedures, practices and any software requirements. Representative for, and implements any recommended space management, protocols, coordinates use of software and database tools and processes with all stakeholders. Provides advice, recommendations, and expertise to senior leadership on current, new, or improves policies and procedures for space allocation, based in industry and government standard practices. Serves as the primary liaison for Engineering Service with Human Resources Service. Displays a high degree of analytical ability, personnel management skills, and specialized knowledge and skill in the area of health care service management, i.e., applying health care management principles to the planning, execution and administration of health care services delivery systems. Provides the Chief, Engineering Service with all necessary information and specific recommendations for the accomplishment of the service's mission, particularly concerning all administrative aspects required in making sound and proper management decisions. Continually gathers and analyzes data, making interpretations and presenting this data in many formats including graphs and slides to organizational committees. Possesses specialized knowledge of the health care industry and applies knowledge to analysis of service operations to develop recommendations to the Chief, Engineering Service. Serves as a resource person, responsible for providing administrative leadership and coordination in the development, implementation, evaluation, interpretation, revision and, when necessary, corrective action of many applicable administrative functions, activities, operations and programs for the service.
