Job Summary

This position serves as the Administrative Officer (AO) to the Health Administration Service (HAS) at Central Virginia VA Health Care System (CVHCS).

Major Duties

The AO is responsible for providing overall management and support to HAS. Performs duties directly contributing to the administrative management of the HAS at all sites of care including- Richmond, Fredericksburg, Charlottesville, Henrico, and Emporia. Duties include but not limited to: Provides full staff assistance on administrative matters affecting the healthcare delivery system. Implements long- and short-term plans, policies, and procedures, assuring that programs are integrated to support operational efficiencies and strategic priorities. Administers space and equipment programs. Conducts inventory of the Equipment Inventory List (EIL), locates, tracks, and reconcile all service equipment. Establishes unique or complex quality and productivity programs; and develops, interprets, applies and integrates objective criteria and acceptable standards for use in monitoring activities. Ensures quality assurance issues pertaining to the service are documented and appropriate follow-up action occurs regarding any problem or recommendation found or made as a result of the services' quality assurance activities; assesses patient satisfaction, quality management, stakeholder's affairs, budget control, utilization review and short/long range planning. Responsible for developing and maintaining computerized information and for providing outputs and interpretation to appropriate staff Coordinates and provides training support to clerical and to program staff as related to above programs. Discusses, investigates and responds to associated employee grievances and dissatisfactions in order to resolve conflicts. Represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Utilizes knowledge of human resources laws, requirements, and policies to ensure all HAS human resources actions follow these guidelines. Responsible for ensuring the timely, compliant, and accurate completion of documents required for various human resources actions, including recruitment, appointments, promotions, performance management, leave administration, compensation, benefits, and education. Utilizes knowledge of financial management policies, guidelines and best practices to provider overall budgeting and financial management for the service-to include budget formulation, justification, and execution, financial management and financial reporting. Interacts and negotiates adjustments or reprogramming of funds with the Fiscal Officer and his/her staff to support the mission, goals, and objectives of Chief of Staff Service. Manages procurement and contracting for the service, including preparing procurement requests, evaluating proposals for work, serving as the Contracting Officer Representative (COR) for procurements, and/or maintaining procurement and contracting records through analysis of program goals, priorities, current resources, and program data. Prepares, and reviews purchase order for supplies and non expendable property such as equipment, to include personal computer hardware and software and other specialized equipment necessary to the effective functioning of the office Performs other related duties as assigned.
