Job Summary

The primary purpose of this position is to: serve as Civilian Legal Advisor to Headquarters, United States Central Command (HQ USCENTCOM), Joint Intelligence Center (JICCENT), Subordinate Commands and Security Assistance Offices, advising on a wide range of highly sensitive, complex, political and newly developing legal issues concerning fiscal, international, national security, administrative, and intelligence law, particularly as applied to operations in the USCENTCOM Area of Operations (AOR).

Key Responsibilities

Serves as Chief Contract and Fiscal Law for the Office of the Staff Judge Advocate within the dynamic USCENTCOM Area of Responsibility (AOR). Advises the Commander and staff on Command-wide Contract and Fiscal Law issues to include various levels of congressional and Department of Defense (DoD) funding authorities.

Provides oral written advice and opinions regarding the proper application of fiscal statutes, regulations, and policies to the obligation and expenditure of appropriated funds for military operations, contingencies, and exercises, particularly those related to the United States partnership with Israel. International Law legal advisor for the Office of the Staff Judge Advocate.

Drafts, edits, and interprets international agreements on a broad range of issues, including basing rights, logistics support of US forces, security assistance agreements, and status of forces within the dynamic of USCENTCOM Area of Responsibility (AOR). Requires frequent contacts and interactions with high-ranking international and national military, and civilian officials on significant number of highly complex issues affecting all countries in the USCENTCOM AOR.

Serves as a National Security Law Attorney advising the Command on the legal requirements pertaining to Force Mobilization and the development, fielding, and operational employment capabilities particularly related to the Israeli mission set. Employee identifies legal issues related to a variety of contract management functions and operations in support of full spectrum capability acquisition.

Employee analysis and interprets legislation, executive orders, directives, and regulations governing operations, and organizations. Administrative Law legal advisor to the organization, powers, and functions of the Command; powers and duties of command officials, and the delegation of those powers and duties; and interpreting the application of laws relating to the Command. Serves as a legal advisor for command investigations. Conducts legal reviews of investigations.

Requirements & Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
