Job Summary

The Office of Personnel and General Law advise on complex issues ranging from labor relations to personnel policies to ethics.

Our attorneys exercise a broad range of legal skills including working directly with clients to solve personnel problems and provide ethics advice, working closely with the agency's Labor Relations Officer on labor matters, litigating personnel law and labor disputes, creating and presenting training, and advising on the agency's external civil rights program.

Key Responsibilities

As an Attorney Advisor (Personnel and General Law), you will: Advise agency managers and leadership on issues associated with a broad range of employment law matters; AND Serve as an advisor on labor/management relations, including grievances, arbitration, and collective bargaining; AND Represent the agency in cases before the U.S.

Equal Employment Opportunity Commission and the Merit Systems Protection Board; AND Advise FRA employees and leaders on issues associated with Federal sector ethics rules and regulations involving conflicts of interest, gifts, outside activity, political activity. and issues arising under FRA's supplemental ethics regulation; AND Advise on issues related to Title VI of the Civil Rights Act of 1964.

The ideal candidate should have knowledge of and experience in representing entities in personnel and labor matters, including specifically: representing agencies before administrative bodies or Federal courts; advising managers and leadership on a wide range of employment issues; advising on labor relation matters, including grievances and arbitrations; and advising employees on ethics matters.

Requirements & Education

MANDATORY EDUCATION REQUIREMENTS: In order to qualify for this position, candidates must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have a professional law degree, and must currently be a member in good standing of the bar of a State or Territory of the United States or the District of Columbia.
