Job Summary

This position is located in the Office of the Inspector General (OIG) at the Commodity Futures Trading Commission (CFTC). The OIG's statutory mission and responsibilities, includes, among others; detecting and preventing fraud, waste, abuse and mismanagement in agency programs and operations; promoting economy, efficiency, and effectiveness in agency programs and operations; and conducting audits, investigations, inspections, and reviews.

Key Responsibilities

The Auditor serves has primary responsibility for directing the planning and execution of financial and information system audits. The incumbent contracts audit work, plans, monitors, and ensures that work is performed in accordance with standards prescribed the Government Accountability Office (GAO).

• Plans and coordinates the execution of the agency financial statement audit in accordance with Generally Accepted Government Auditing Standards (GAGAS) and Financial Audit Manual (FAM). • Plans and coordinates the execution of the consumer protection fund audit in accordance with GAGAS and FAM.

• Plans and coordinates the execution of the Federal Information Security Management Act (FISMA) audit in accordance with GAGAS, FAM, and the Federal Information System Controls Audit Manual (FISCAM). • Evaluates the effectiveness of Information Technology (IT) controls in financial and operational systems, including vulnerability assessments and penetration testing. • Plans and coordinates the execution of internal control audits in accordance with GAO guidelines.

• Researches applicable laws and regulations and assesses agency compliance. • Plans and performs other risk-based financial-related audits as required. • Writes financial, performance, and IT audit reports in accordance as described in OIG policies. • Performs initial review of workpapers, reports, management advisories, and other work products to ensure adherence to audit standards.

• Stays current with developments in federal IT standards, cybersecurity threats, and audit practices.

Requirements & Education

Please refer to the OPM Auditing Series 0511 for the specific Education/Experience requirements for this position. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge.

The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
