Job Summary

The work is performed by applying budget analysis theory, concepts, methods, and procedures connected with the budget formulation, and execution of VA's particular programs, systems, procedures, functions, and structure of the organization. This is a Temporary Promotion/Detail Not to Exceed One Year, it may be terminated at any time. It may be extended or converted to permanent without further competition.

Key Responsibilities

Duties include but are not limited to: Maintain constant liaison between VISN17 and the station on budgetary issues pertaining to general funding and specific purpose programs. Develops and recommends VISN-level instructions implementing basic policies to assist departmental budget staff in preparing and submitting budget estimates.

Provide expert advice and guidance to program and budget supervisors/managers on the interpretation of budget estimates and the formulation of budget requests in support of the successful execution of station operating plans. Validate methods, assumptions, and outcomes of financial projections and program reviews leading to a status of funds for VISN17 stations. Conduct training to station level budget staff to standardize operations and step by step instruction manuals.

Review and recommend modifications and improvements in management reporting systems pertaining to budget and fiscal status. Directs and conduct special studies regarding budget operations and procedures. Recommend changes and improvements in the VISN budget process. Initiate, develop, and conduct special studies related to business lines and ancillary programs. Those studies are unique and creative with little precedence for guidance.
