Job Summary

This position is located in the Budget Concepts Branch in the Budget Review Division of OMB. BCB, working within the framework of laws passed by Congress and longstanding budget conventions, provides the detailed structure in which the Federal budget process operates. BCB closely monitors changes in Federal budget laws and continually analyzes budget practices and data to ensure compliance with laws and policies.

Key Responsibilities

As a Budget Analyst, GS-0560-13/14/15, your typical work assignments may include the following: Provides technical advice and guidance on budgetary accounting and other budget execution related matters to other analysts at OMB and other Federal agencies. Serves as a subject matter expert in technical consultations, responding to inquiries from senior leaders and resolving complex issues related to the intersection of budget structures, execution, and concepts.

Serves as a contact within OMB and for staff at other Federal agencies for issues related to budget concepts and budgetary accounting. Advises senior leadership on inter-agency challenges, opportunities, and best practices, presenting integrated solutions to address complex and unique budgetary accounting and execution scenarios.

Works with management officials, budget analysts, accountants, financial analysts, information resources management staff, and others in performance of duties. Integrates budget and financial reporting to ensure financial reporting is consistent with budget concepts and supports budget data. Identifies and resolves discrepancies or gaps in financial data and reporting, providing recommendations for process improvements and ensuring data integrity.

Develops, disseminates, and communicates standardized operating procedures and technical reference materials to support consistent interpretation and application of complex Government wide budgeting and execution requirements.

Coordinates and performs comprehensive reviews to ensure Federal obligations and expenditures are reported in accordance OMB Circular A-11 and the Department of the Treasury, Treasury Financial Manual (TFM), including established guidelines in the Government-wide Treasury Adjusted Trial Balance System (GTAS). Supports the technical accuracy of the data underlying the annual President's Budget Appendix.

Develops and maintains collaborative relationships with stakeholders at OMB, the Department of the Treasury, and across the Federal Government supporting shared goals in budget execution and reporting. Supports and guides the budget execution components of inter-agency agreements, ensuring clarity and compliance with budget execution rules and concepts. Analyzes the form and content of apportionment requests and reports relating to budgetary status.

Delivers training sessions, workshops, and targeted briefings to enhance the technical proficiency of program managers, analysts, and administrative staff in budget execution, budget concepts, and financial management processes. Provides training and consultation in budget concepts and budgetary accounting within OMB and to other Federal agency budget analysts and accountants. Recommends budgetary treatment consistent with sound budget concepts and scoring rules.

Ensures that the conceptual framework underlying the Federal budget stays up to date as the budget landscape evolves. Analyzes historical and current financial data to identify trends, anomalies, or inconsistencies in budget data, and present potential Government-wide solutions where problems are discovered.
