You will serve as a Budget Analyst(Scorekeeper) with Office of the Secretary of Interior. This is a Schedule Policy/Career position. Salary Information: GS-15: $169,279 (step 1) - $197,200.00 (step 10). First time hires to the Federal government normally start at the step 1 rate.
This position is located within the Department of the Interior, Office of the Secretary (OS), Office of Policy, Management, and Budget (PMB), Office of Budget (POB), located in Washington, DC. This is a Schedule Policy/Career position. At the full performance level GS-15 some of the major duties of this position include, but are not limited to the following: 1.
Serves as a senior budget analyst in the Department of the Interior's Office of Budget responsible for the full range of budget development, execution and presentation activities. Provides the Division Chief with formulation and execution expertise for assigned accounts and special projects as assigned. 2. Leads and implements improvements to Department-wide budget processes and procedures.
This includes development and implementation of automated systems to improve the efficiency and effectiveness of the budget process and collection of budget request data for the entire Department. 3. Coordinates and assists in preparation of Secretarial, Assistant Secretarial and bureau budget presentations to the Office of Management and Budget and the Senate and House Appropriations Subcommittees.
Reviews, coordinates, or prepares testimony, Congressional hearing transcripts, Congressional hearing summaries, and Congressional Questions for the Record. 4. Conducts program analyses, reviews and studies of Departmental functions and programs.
These analyses involve examining program objectives, policies, procedures, standards, performance, progress, work operations, financial practices, internal management controls, costs, identification of efficiencies and savings, and Departmental and Administration goals and objectives. 5.
Advises the Director of Budget and Departmental leadership on budget matters using a thorough and detailed knowledge of budget concepts, principles and practices, appropriations laws and regulations, Departmental programs and policies, Administration and Office of Management and Budget policies and requirements, and Congressional procedures, policies and directives. 6. Provides authoritative interpretations of Congressional legislation and OMB policies and precedents.
Provides detailed review, thorough analysis, and expert advice on correct and legal implementation of sequestration, reprogramming authority limitations, continuing resolution calculations, across the board reduction calculations, and alignment of committee support table reporting with Interior reports and systems.
This position does not allow substituting education for experience.
