Job Summary

The Budget Analyst performs a full complement of budgetary and reporting functions and duties associated with all phases of the budget process primarily in support of the VISN. As needed, provides support to the VISN Chief Financial Officer and Deputy Chief Financial Officer in executing the Network's annual operating budget across its seven medical centers and internal Network office operations.

Major Duties

This announcement will close at 11:59 pm (EST), September 4, 2026 OR at 11:59 pm (EST) on the day 75 applications are received, whichever comes first. Duties include but are not limited to: Prepares, justifies, and/or administers the budget for program area; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies. Prepares funding requests and justification for reimbursement from headquarters, national program offices and VISN office. Monitors funding by headquarters and VISN office to the stations. Responsible for preparation, publication, and accuracy of biweekly, monthly, quarterly, annual, and special budgetary reports or analysis as requested by VISN program offices, national program offices, and VA Central Office. Actively participates in the formulation and execution of the budgetary operating plans for VISN and the consolidated units. Works with the VISN Finance office in providing budget support. Monitors the execution of a budget for annual and multi-year appropriations in support of medical care administered by the Department of Veterans Affairs and the execution of budgets through which national programs are funded. Participates in the development of the annual operating plans for VISN office operations. Meets with program offices' leadership and staff regarding its financial status. Provides information and advice to help the Network Office program managers prepare their budgets. Performs a variety of budget analysis functions in assigned areas. Work may be performed in any segment of the normal range of budget administration for the organization including budget formulation, budget execution, and budget reporting. Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM Telework: This position may be authorized for Ad-hoc. Virtual: This is not a virtual position.
