Job Summary

The position serves as the FEMA Region 3 Supervisory Budget Officer located in Philadelphia PA, directing comprehensive budgetary and financial management programs characterized by high complexity and substantial organizational impact. This position is also responsible for the strategic formulation, justification, presentation, and execution of an annual operating budget encompassing multiple funding streams.

Major Duties

What will I do in this position if hired? In this position, you will serve as a Supervisory Budget Officer. Typical assignments include: Plans, organizes, and carries out a substantive budget for FEMA Region 3. Develops and implements formal guidelines reflecting criteria, timelines and reporting requirements governing regional budget formulation, justification, presentation, execution and the region's administration of multi-year and no-year budgets encompassing various fund codes and involving both Disaster Relief Funds and operating budgets. Performs a wide variety of administrative and analytical duties connected with the review, justification and presentation of the budgets for Region 3. Provides advice to senior management on the Federal budget process, projects and analysis of the potential effects of budgetary actions on program viability and the attainment of program objectives. Monitors and evaluates Disaster Relief Fund allocations, obligations and expenditures to assure compliance with FEMA State Agreements (FSAs). Leading and managing a budget team supporting the organization's budget and finance. Serves as OCFO's designated regional lead for annual and out-year operating budget inquiries and the identification, allocation and obligation/de-obligation of disaster funds managed by Region 3. What else do I need to know? At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
