Key Responsibilities

The United States Space Force (USSF) at Joint Base San Antonio, TX is searching for a Budget Specialist for HQ USSF/S1 ETM (NH-0501-03, GS 12/13 equivalent). Description: We are looking for an NH-03 level Operations Research Analyst to manage, analyze, and optimize the USSF Military Permanent Change of Station (PCS) Program.

In this critical, mid-to-senior professional role, you will be the hands-on expert responsible for translating complex programmatic data into strategic budgeting solutions, ensuring our Guardians are seamlessly positioned to meet global mission demands.

On a daily basis, you will leverage relational databases and tools like Excel, Power BI, and SAS to clean high-volume financial data, build predictive models, monitor current-year execution to prevent Anti-Deficiency Act (ADA) violations, and draft persuasive issue papers to defend budget requirements.

Ideal Candidate: - Strong proficiency in relational databases and visualization tools (e.g., executing SQL/SAS queries, designing basic schemas, and building Power BI dashboards) to analyze and clean massive programmatic datasets. Defense Financial Management - Solid understanding of the PPBE process, the Military Personnel Appropriation (MPA), and federal appropriations law, with practical experience managing current-year budget execution and tracking variances.

Staff & Program Coordination - Proven experience in a staff officer or program manager role, with history using systems like ETMS2 and ATAAPS, coordinating across matrixed teams, and drafting official background papers, briefings, and operational checklists. Key Skills and Abilities: 1.

Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support USSF wide personnel/manpower/services program administration responsibilities, including the interrelationships between program requirements, the Future-Years Defense Plan (FYDP), and the Military Personnel Appropriation (MPA). 2.

Knowledge of the laws, regulations, principles, and practices of personnel/manpower/services program administration, and of military financial management concepts-including appropriations law, the Anti-Deficiency Act (ADA), the Planning, Programming, Budgeting, and Execution (PPBE) process. 3.

Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs, evaluate compliance. 4.

Ability to exercise initiative and think strategically-independently identifying actual and potential problem areas, forecasting future program requirements from trend and historical data, and developing and presenting sound courses of action (COAs) and recommendations to senior leadership. 5.

Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements-such as lapses in appropriations, prioritization of mission-critical and safety-of-life moves, and time-sensitive actions-within available resources and with minimum sacrifice of quality or quantity of work. 6.

Skill in utilizing relational databases and analytical software (e.g., Microsoft Excel, Power BI, SAS) to extract, merge, and clean high-volume programmatic or financial data. Includes the ability to design database schemas, write custom queries to retrieve targeted datasets, and maintain data integrity from extracted data sets across multiple enterprise-level systems. 7.

Ability to establish effective working relationships and to communicate well with others and familiar with utilizing communication platforms such as MS Teams, including preparing and conducting formal and informal briefings.
