Job Summary

As a Building Management Specialist (Building Manager), you will serve as a customer agency advocate and first GSA point of contact with client agency personnel in designated GSA owned or leased buildings. Location of position: General Services Administration (GSA)-Public Building Services (PBS)-Office of Facilities Management (PM). We are currently filling five vacancies in any of the locations, but additional vacancies may be filled as needed.

Major Duties

The duties of the Building Management Specialist at the GS-11 include, but are not limited to the following: Assists Building Manager with building operations, maintenance, repair, alteration, historic preservation, recycling, concessions, safety, environmental and security in GSA-owned and leased buildings assigned. Assists in evaluating building structures, permanent interiors, furniture, equipment, and the maintenance, repair, and cleaning of building structures, and permanent interiors elements. Participates and assists in planning and developing operating budgets and all related Federal Buildings Fund procedures and activities for assigned facilities. As a customer service representative, develops and promotes positive working relationships with customer agencies and client personnel, and maintains continuous liaison with building tenants and top management officials of customer agencies and tenants at facilities managed. As a Contracting Officer's Representative, works in coordination with the Building Manager and Leased Contracting Officer (LCO) to perform pre-occupancy and transition tasks including reviewing space requests; participating in market surveys and design kickoff/acceptance meetings; preparing lessor transition and customer welcome packages; providing past performance information to the LCO for succeeding leases; and perform space condition inspections, key collection for vacated space, and coordinate overtime utility services and payments. The duties of the Building Management Specialist at the GS-12 include, but are not limited to the following: Manages building operations, maintenance, repair, alteration, historic preservation, recycling, concessions, safety, environmental and security in GSA-owned and leased buildings assigned. Evaluates building structures, permanent interiors, furniture, equipment, and the maintenance, repair, and cleaning of building structures, and permanent interiors elements. Participates and/or assists in planning and developing operating budgets and all related Federal Buildings Fund procedures and activities for assigned facilities. As GSA's customer service representative for assigned buildings, develops and promotes positive working relationships with customer agencies and client personnel, and maintains continuous liaison with building tenants and top management officials of customer agencies and tenants at facilities managed Manages the contracting and leasing administration process as needed on behalf of tenant agencies and GSA. In this capacity, oversees force account operations (where applicable) and administers various types of contracts, leases, and serves as the contracting officer's representative (COR).

Education

GS-11: Substitution of Education for Specialized Experience: Applicant must have three years of progressively higher level graduate education leading to a Ph.D. degree, OR a Ph.D., or equivalent doctoral/LL.M. degree that is directly related to the position. OR Combination of Education and Specialized Experience: Applicants must have a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position. For GS-11 consideration and substitution of education, applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment. The GS-12 level does not have an education substitution. Note: If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.
