Job Summary

The purpose of the CDC Director with CYP Oversight position is to provide oversight to all child and youth programs at an installation to facilitate the provision of safe, healthy, secure, and developmentally appropriate services for children and youth ages 6 weeks to 18 years.

A variety of core services are provided in accordance with demand and availability of funding to include Child Development Centers (CDC), Family Child Care (FCC), School Age Care (SAC) programs, and Youth Programs (YP).

Key Responsibilities

Major duties and responsibilities of the CDC Director are organized by category. These tasks are summarized below. Duties include but are not limited to: Supervisory duties comprise 25% of incumbent's time and include but are not limited to: Directs and provides oversight of work to be accomplished by staff comprised of CYP Management and Training staff, NF-1701-04 (GS-09 to GS-11 equivalent) and the School Liaison Officers, NF-1701-04 (GS-09 to GS-11 equivalent).

Plans, assigns, monitors, observes, and assesses ongoing staff work based on priorities, difficulty, complexity, and requirements of assignments, and staff capabilities. Sets and adjusts short-term and long-term priorities. Ensures effective and efficient use of employees across the CYP, including the development and use of a singular staffing schedule when applicable. Ensures the hiring process, initiating timely recruitment and selection of staff required to fill vacancies.

Recruits and hires qualified personnel using CYP Standardized Agency Position Descriptions. Ensures staff receives proper training to fulfill requirements of their positions. Supports and budgets for staff annual training requirements. Provides subordinate supervisors and staff with direction and determinations regarding policies, procedures, and guidelines. Establishes local performance standards and requirements for employees, contractors, and volunteers.

Visits programs during all hours of operations on a regular basis. Observes and monitors staff performance. Conducts annual performance reviews of staff. Provides clear guidance to employees, contractors, and volunteers regarding compliance with standards and execution of management directives. Ensures all employees follow safety, health, and risk management policies and procedures.

Ensures proper and timely initiation and implementation of all personnel actions and assures quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees. Ensures that the CYP Training Specialist(s) assigned to the installation are utilized effectively to support programs in accordance with CYP Management Standards, as well as overarching policies and procedures.

General duties comprise 75% of incumbent's time and include, but are not limited to: Program Management Provides oversight and accountability for the performance of employees and the safety of children in accordance with Department of War (DoW), Department of Navy (DoN), and local policies and standards.

Provides administration, operation and technical direction of the CYP, which may include CDCs, FCCs, SACs, YPs and CYES to facilitate the identification of childcare, recreational, and educational supports services and options for authorized patrons.

Establishes, revises, or reviews policies, procedures, and objectives for the staff, as necessary to eliminate work problems or barriers to accomplishments, promote team building, implement quality improvements, or respond to concerns with regulatory compliance and/or customer requirements. Collects and analyzes CYP program data to determine installation program adequacy and effectiveness. Ensures seamless service and continuity of quality options for all children and youth.

Develops strategies for program improvement. Initiates and maintains partnerships with both on- and off-installation organizations serving children and youth. Initiates and maintains partnerships with both on- and off-installation local schools.

Interfaces with local school board representatives to establish state run Pre-Kindergarten Program Operations Implements and monitors policies to include guidance, fee policies, program registration/enrollment, baseline standards and benchmarks, key management control and space utilization goals.

Develops operational procedures to anticipate installation needs and trends and documents results Develops operational procedures to anticipate installation needs and trends and documents results. Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements. Informs senior management of progress and advises of significant developments that impact plans.

Ensures the CYP T&C Specialists develop targeted, integrated training plans that account for the common and unique training needs of CYP staff. Budgeting and Financial Management Compiles program statistical data for reports and data calls and keeps Command informed of trends, policy changes, program deficiencies and needs for the installation CYP.

Develops integrated budget input, conducts written analysis of budget variances as necessary, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment. Oversees the collection, accurate accounting and reporting of funds received from patrons

Requirements & Education

A bachelor's degree in Early Childhood Education (ECE), Child Development, Elementary Education, Special Education (concentration in ECE), Home Economics (early childhood emphasis), Child Care Administration or related field of study and four years of full-time experience working with children and/or youth. OR A combination of education and experience; education must include courses in a child-related field and total minimum of 24 higher level semester hours.

In addition, four years of full-time experience working with children and/or youth is required.
