Job Summary

There is one position located in the Office of Human Resources (OHR) of the Federal Deposit Insurance Corporation in either Washington, D.C., or one of the seven regional offices. Salary reflects a pay cap for this position of $277,500.

Key Responsibilities

Oversees a team of HR professionals to provide services to all FDIC employees. Assigns and reviews work, delegates responsibility, and evaluates performance. Provides and/or secures the training necessary for employees to satisfactorily perform their assigned tasks. Initiates and recommends disciplinary actions for review and carries out such actions and employee counseling as necessary.

Conducts interviews and makes recommendations of employees for appointment, reassignment, promotion, etc. Recognizes performance through awards and/or other recognition. Approves/disapproves requests for leave, telework, travel, training, etc. Serves as technical advisor and consultant to the Assistant Director for assigned HR programs.

Establishes and maintains effective working relationships with supervisors, employees, and others throughout the serviced organizations, and from other agencies. Regularly communicates and works closely with other HR managers and Divisions/Offices to coordinate efforts and ensure programs are effectively administered.

Drafts operational program goals and long-range plans and objectives to meet the HR management needs of the Corporation; collaborates with the Assistant Director on alignment of goals, plans, and overarching strategies. Collaborates with the Assistant Director to identify and determine operational resource needs and resource allocations to meet objectives. Conducts short- and long-range planning in conjunction with anticipated changes in the Corporation's structure.

Evaluates applicable HR program directives and operating procedures with a focus on improving program operations. Develops or revises directives, internal guidance, and procedures to enhance the efficiency and effectiveness of nationwide HR programs. Develops project plans to implement new policies and procedures. Evaluates assigned HR program(s) and ensures compliance with established directives, procedures, and related regulations.

Ensures operational compliance with legal holds, consent decrees, and Office of Inspector General (OIG) findings as applicable. Monitors workload and evaluates the effectiveness of staff and HR program operations. Contributes to strategic efforts to restructure, downsize, recruit or provide more effective HR operations to ensure the Corporation has appropriate skill sets and HR services to meet mission requirements.

Ensures that the Assistant Director and HR senior leadership have the information needed to make informed and appropriate decisions for corporate-wide HR efforts. Responds to inquiries associated with human resources management policies and procedures received from Corporation employees or outside sources such as members of Congress.

Attends meetings and conferences related to human resources management and the development and implementation of new or revised policies and/or regulations. Participates in special projects or studies of considerable scope and depth critical to the resolution of operating issues and programs. Collaborates with management in employing change management processes and techniques to meet Corporation goals.

Recommends changes in processes or systems and participates in the development of new processes and systems for assigned program areas.
