The primary purpose of this position is to serve as a professional civil engineer, performing design, project programming and construction management/monitoring duties in support of a military installation. Position is developmental: GS-0810-07 target grade of GS-0810-12. All training must be completed and regulatory requirements met prior to each promotion.

FOR the GS-07: Uses prescribed methods to perform specific, and limited work assignments that are normally minor phases of a broader assignment of a higher-grade engineer. Uses computers/computer software such as information management programs, computer aided design and drafting (CADD) programs, and project tracking programs to assist higher grade engineers in solving engineering problems and facilitate the work.
Assists in coordinating projects with engineers in other disciplines or with architects. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. FOR the GS-09: Participates in design work for new construction, renovations, and improvements to real property facilities including utility systems, utilizing a professional knowledge of civil engineering.
Prepares or participates in the preparation of architect and engineer (A&E) statements of work (SOW). Coordinates projects with other engineers in other disciplines or with architects. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.
In conjunction with the primary duty of engineering design, on a less frequent basis performs work in the construction management, programming/base development, and/or operations and maintenance (O&M) functions. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
FOR the GS-11/GS-12: Monitors and manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of civil engineering and knowledge of other engineering disciplines to ensure overall compliance with contracted specifications, schedules, etc.
Assists in planning and design process for new construction, renovations, and improvement projects for real property facilities and utility systems utilizing a professional knowledge of civil engineering. Evaluates/recommends programs and development plans and advocates for project requirements. Performs work in facilities operations and maintenance (O&M) functions. Provides consulting services and project coordination.
Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 FOR the GS-07, GS-07 for the GS-09, GS-09 for GS-11, GS-11 for GS-12 level is required to meet the time-in-grade requirements for the GS- level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: KSA's for the GS-07: 1.
Professional knowledge of civil engineering concepts and principles and standard engineering practices, methods, and techniques to perform routine projects or minor phases of a larger and more complex project; and computer aided design and drafting (CADD) programs to perform routine design and drafting assignments. 2. Skill in preparing graphs, curves, or tables. 3. Ability to search technical reports, manufacturers' catalogs, and other guidelines to obtain information. 4.
Ability to use relevant software programs and use computer aided design and drafting programs (CADD). 5. Ability to work cooperatively as a team member in the design of facility projects. 6. Ability to make calculations applying standard formulas; prepare graphs, curves, or tables; and record factual data in tests and observation studies. KSA's for the GS-09: 1.
Professional knowledge of civil engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, or portions of large, complex projects. 2.
Knowledge of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; and standard contracting regulations, practices, and procedures. 3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions. 4.
Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 5. Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. 6. Ability to plan and organize work; coordinate with other engineering disciplines and architects; communicate effectively, both orally and in writing; and maintain good working relations.
KSA's for the GS-11/GS-12: 1. Professional knowledge of civil engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines. 2.
Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements; of environmental principles, laws, and regulations; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
3. Knowledge of automated data processing concepts, systems capabilities; and knowledge of program planning and budgeting cycles, financial control and budget systems and management. 4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings sufficient to convey design concepts and ideas and formulate working drawings. 5.
Ability to plan, conduct and record site/facilities surveys and inspection; to document, analyze, interpret, and apply results, and procedures in a variety of situations and recommend timely and economical solutions. 6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
