Job Summary

This position is located in the Office of the Chief Information Officer. This job opportunity announcement may be used to fill additional vacancies within the agency. The supervisor is Scott Flanders. This position is not subject to Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements.

Key Responsibilities

The successful candidate will perform the full range of the Communications and Correspondence Specialist duties. Such duties include but are not limited to: Manages all incoming and outgoing correspondence for the OCIO, including reviewing, analyzing, routing, and tracking to determine required actions and ensure timely responses. Maintains a comprehensive tracking system and establishes procedures, timelines, and quality control processes for accountability and consistency.

Drafts, reviews, and coordinates responses to correspondence on behalf of the CIO and OCIO leadership, including congressional inquiries and high-priority external communications. Reviews and edits executive-level materials (memoranda, reports, briefings, presentations, correspondence) for accuracy, clarity, completeness, and adherence to agency policies and style guides. Provides expert guidance to the CIO and senior leadership on communication strategy and messaging.

Advises on translating complex technical and policy information into clear, accessible language for diverse audiences. Coordinates with program offices and stakeholders to gather information, reconcile differing inputs, and ensure communication products accurately reflect agency positions. Supports the CIO and senior leadership by preparing for engagements, meetings, and agency-wide communications.

Oversees processes for routing, reviewing, and finalizing communication products to ensure consistency and timely completion. Serves as a quality assurance checkpoint for CIO-level materials. Develops and drafts agency-wide communications, including announcements, policy notifications, newsletters, and leadership messages. Plans and coordinates communications activities, maintaining an editorial calendar aligned with organizational priorities.

Researches, develops, and prepares speeches, talking points, presentations, and briefing materials for the CIO and senior leadership for internal and external engagements. Manages or contributes to OCIO digital communications platforms, including intranet and web content, ensuring information is current, accurate, and aligned with organizational messaging.

Tracks follow-up actions from meetings, coordinates with offices to ensure completion, and monitors action items, deadlines, and information requests related to executive communications. Provides direct support to the Senior Advisor to the CIO, including assistance with special projects, communications, correspondence, and policy-related activities. Provides guidance and informal training to OCIO staff on writing, correspondence processes, and communication standards.

Develops job aids, templates, and reference materials to improve the quality and consistency of written products across the organization.
