The primary purpose of this position is to serve as a Contracting Officer Representative (COR) and Lead Project Manager for C-130J Aircrew Training System (ATS) at Keesler AFB which involves design, installation, sustainment, and modification of integrated, state-of-the-art training infrastructures for the C-130J mission. Ensures all aspects of contract Quality Assurance for assigned C-130J Aircrew Training Systems.
Develops, administers, and maintains a comprehensive Quality Assurance Surveillance Plan (QASP) covering receipt, storage, preservation, handling, issuance, and configuration management of all materials for the maintenance and manufacturing, overhaul, or modification of complex products (simulation and training devices) ensuring the contractor meets contractual responsibilities for quality. Serves as the Keesler AFB Lead Project Manager for the C-130J ATS.
Establishes, develops, and maintains effective working relationships with other Air Staff, MAJCOMS, foreign military aircrew, other Defense components, GSA, federal and civilian agencies, contractors and professional societies and organizations. Serves as a Subject Matter Expert (SME) on configuration management changes or modifications to the training devices.
Final MAJCOM decision maker for all aspects of Government Property (GP) assigned to the ATS contractor at Keesler AFB. Minimizes the impact of simulator limitations on continuation training programs. Decides ATS usage, functionality, and scheduling. Alleviates problems caused by equipment downtime and changing MAJCOM training requirements. Serves as the C-130J ATS Functional Area Chief (FAC) for Information Security.
Directs inspections and certifications from base agencies for handling, processing, and disseminating classified materials/information as it relates to aircrew training requirements. Serves as member/evaluator for pre award survey teams and acquisition/modification source selections relating to simulator complexes. Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.
Evaluates the contractor's written quality processes and procedures for adequacy. Directs additional quality processes to implement site unique requirements and identifies any required modification to the contractor's overall Quality Assurance program.
