Major Duties

Total Compensation Package - Check out IHS's outstanding total compensation package for this job: Contract Specialist Total Compensation | Pay (ihs.gov) DUTIES: Performs the full range of senior professional and technical duties involved in the preparation, finalization, award, analysis, and active administration of construction, Architect-Engineer (A-E), and other agreements and contracts for major facility construction and other contractual actions. Leads or assists program offices and managers in selection of procurement methods and strategies; performs specification reviews, prepares, issues and awards contracts in accordance with policies, procedures, and in compliance with all laws and regulations; leads or assists in the preparation and issuance of solicitation of a complex nature and associated contracts. Collaborates with project officers and program officials to define procurement requirements. Reviews requests for contract for the procurement of major facility construction, Architect-Engineer services and other procurements as assigned for compliance and acceptable level of detail commensurate with the scope and complexity of the identified requirement. Research, prepare and issue solicitation and contract documents including appropriate terms, conditions, clauses, appropriate wage determinations, compliance with all socioeconomic programs. Organize, coordinate and perform the bid opening process or lead the proposal evaluation process; determine price reasonableness through either cost and/or price evaluation consistent with FAR Part 15.4. Complete documentation of the award decision. Administer assigned contracts in accordance with contractual terms and conditions, IHS policy, and all regulations. Evaluate, negotiate and prepare all documentation to execute and resolve all contract modifications, change orders and requests for equitable adjustment. Participate, coordinate or support invoice payment to ensure timely payment to contractors; monitors compliance with minimum wages and certified payroll requirements. Responsible for drafting and posting all required synopses and notices on the website. Guides and performs analyses of the program needs and determines strategies that best fit the requirements of the program. Collaborate and provide technical assistance to the program offices in developing annual acquisition planning documents. Act as Chief of the Contracting Office (CCO) when requested.
