This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO). As a Contracting Officer Representative, GS-1101-13, you will consult with representatives of relevant Federal agencies and analytical experts regarding the administration and implementation of private insurance market reform requirements.
Key Responsibilities
Serve as a Contracting Officer Representative (COR-Level III) on multimillion-dollar contracts and task orders, coordinating pre-award and post-award activities with Contracting Officers. Assess contract effectiveness, deliverables, invoices, funding, and staffing; identify issues and recommend corrective actions and procurement plans to management.
Apply qualitative and quantitative methods to evaluate procurement efficiency and progress toward contract goals; provide staff guidance on budgets, procedures, and applicable regulations and policies. Prepare and review solicitation and contract documents, evaluate proposals and pricing, support evaluation panels, and ensure acquisitions comply with FAR, HHS, and CMS requirements.
Advise program officials on contract terms, monitor contractor performance, costs, and milestones, maintain complete contract records, resolve deficiencies, and support contract closeout and audits.
