Job Summary

The Rating Quality Review Specialist is an integral part of the Veterans Service Center's quality assurance program and is a key technical adviser to the Decision Review Officers (DROs) and Rating Veterans Service Representatives (RVSRs), in the Regional Office. The purpose of this position is to measure individual performance quality and identify training needs through the review and assessment of completed claims involving appeals and rating decisions.

Key Responsibilities

Specific duties include: Performs individual quality reviews to determine the rating quality level of individual DROs and RVSRs for purposes of individual performance standards in accordance with an established monthly schedule. Tracks and analyzes all appeals and rating quality exceptions for the station and for individuals, to include exceptions called by Central Office.

Review local procedures to supplement regulations and directives or to reflect changes in the law and regulations. Ensure program requirements imposed by organizational regulations and legal requirements are met or implemented. Demonstrate understanding of appellate process and alternative dispute resolution. Interpret policy in terms of established objectives in order to determine impact of the organization.

Discuss results of entitlement review with management regarding the quality of work. Prepare documentation to support unfavorable findings in order to provide justification for error decisions and indicated required actions. Analyze quality review results and identified trends to recommend training for rating and deciding officials. Prepare and conduct formal and refresher training sessions in order to relay new or updated information.

Provide evaluation in order to detail strengths and weaknesses assessed in the trainees and identify ways for improvement in performance. Develops methods to address individual learning needs and offer feedback to identify and correct deficient areas. Perform in-depth research in order to analyze operating contingencies and special situations. Analyze state, local, federal laws to form opinions or provide solutions to legal claims.

Work Schedule: Full Time, Monday - Friday 8:00 am - 4:30 pm, hours to be determined by hiring office. Compressed/Flexible: May be available as determined by the hiring office. Telework: Yes - This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval.
