The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of War (DoW) under the direction, authority, and control of the Under Secretary of War for Intelligence and Security (USW (I&S)). This position is in the Acquisition Directorate and reports to DCSA's Associate Director, Acquisition and Technology. This is a Tier 2 position.
As the Deputy Associate Director for Acquisition, Senior Procurement Executive, you serve as the principal consultant and advisor on all procurement and contract administration matters for the DCSA Director, Deputy Director, CoS, agency program leaders and other executives and leaders.
The Deputy Associate Director for Acquisition, Senior Procurement Executive shares expertise and provides direction in the development of DCSA policies, programs, and objectives to ensure their proper execution in accordance with applicable laws, regulations, Executive Orders, policies, guidance, and instructions.
Responsibilities Include: Determines DCSA procurement program emphases and goals, and establishes standards and procedures for the effective and efficient implementation of DCSA procurement activities. Evaluates agency-wide procurement effectiveness, economy, and customer service and develops methods to continually improve them. Provides overall strategic direction for optimal end-to-end acquisition system and supervises both requirements and acquisition teams.
Establishes program emphases and goals, and produces results through strategic planning, developing operational plans and policies, and issuing pertinent regulations, guidelines, and instructions to successfully achieve desired goals.
Holds subordinate managers and supervisors accountable for the performance of their delegated authorities and responsibilities by periodically reviewing and evaluating program direction and accomplishments and making appropriate adjustments, to include organizational changes, as needed.
Serves as a focal point and catalyst for ensuring rapid, effective, and comprehensive follow-through on high level matters in assigned areas, especially those related to initiatives affecting DCSA contracting and procurement activities.
Oversees the development of special analyses and reports on sensitive issues or items of particular interest to the Director, relating to the products and services provided by DCSA, including coordinating complex and often conflicting views and recommendations within the government. Coordinates acquisition and requirements policy initiatives with other DCSA offices, Federal agencies, state and local governments, and other interested parties, as appropriate.

The posted pay range is $186207 – $219000/yr.

This position requires a Sensitive Compartmented Information security clearance.
