Job Summary

The Deputy Comptroller for Standards, Technology, and Reporting serves in the Bureau of the Comptroller and Global Financial Services (CGFS) as a primary technical advisor to the Assistant Secretary Equivalent Comptroller on all matters relating to financial standards, audits, governance, and data analytics.

The incumbent directly manages the activities of the Chief Information Officer and Financial Governance, Reporting and Standards Directorates enabling America's global diplomacy.

Key Responsibilities

The Deputy Comptroller for Standards, Technology, and Reporting serves in the Bureau of the Comptroller and Global Financial Services (CGFS) as a primary technical advisor to the Assistant Secretary Equivalent Comptroller on all matters relating to financial standards, audits, governance, and data analytics. The incumbent provides guidance to and coordinates the Department's domestic and international programs for these activities.

The incumbent directly manages the activities of the Chief Information Officer Directorate and the Financial Governance, Reporting and Standards Directorate. CGFS safeguards and optimizes the Department of State's financial resources, delivering trusted and effective financial management services and programs that enable America's global diplomacy.

The incumbent reports directly to the Assistant Secretary Equivalent Comptroller and is responsible for planning, developing, coordinating, and implementing financial management systems, financial reporting, financial policies, data governance, analytics innovation, and artificial intelligence (AI) strategies for the Department's worldwide financial organization.

The incumbent ensures compliance with key financial laws and regulations, delivers timely and data driven insights, and empowers the financial management community with trusted data and analytical tools. The incumbent provides technical expertise and expert direction of personnel resources to meet the requirements of the Chief Financial Officers Act of 1990 and other statutory and regulatory requirements.

This position is distinguished by its unique combination of systems ownership, policy-setting authority, and compliance oversight spanning the entire Department's financial management enterprise.

Specifically, the incumbent will execute the following: Administers key federal financial management statutes (e.g., CFO Act, FMFIA, GMRA, Reports Consolidation Act, and Federal Financial Management Improvement Act), ensuring compliance while overseeing the ethical and effective use of advanced analytics and AI to enhance financial reporting and decision-making.

Develops short- and long-range plans for the Department's financial reporting, policies, and accounting/financial systems. Responsible for coordinating the annual financial statement audit and ensuring the accuracy, quality, and timeliness of the Department's financial data and reports.

Provides executive leadership over two Managing Directorates, setting strategic priorities and performance standards, overseeing workforce planning and development, resolving complex personnel issues, and exercising budgetary and organizational authority to ensure mission-critical objectives are met.

Supports the Comptroller's participation on the Chief Financial Officers Council and engages with OMB, GAO, Treasury, other federal agencies, Congressional committees, and senior private/public sector officials to advise, coordinate, and interpret the Department's financial management goals, policies, reporting, systems, and initiatives.
