NNSA - building careers while securing the future through engineering, science, and national security in an environment where your contributions make a difference. The Naval Nuclear Propulsion Program (NNPP), part of the National Nuclear Security Administration (NNSA), has the mission to develop the most advanced naval nuclear propulsion technology and to provide technical support for the continued safe, reliable operation of all existing naval reactors.
As the Deputy Director Nuclear Technology Division you will have the following duties: Directly represent the Director, Naval Reactors to high-level domestic and foreign officials associated with the AUKUS Pillar 1 initiative to transfer nuclear propulsion technology to the Government of Australia. Specifically, lead efforts to (1) transfer U.S.
naval nuclear propulsion technical and regulatory knowledge and experience under the Nuclear Technology Division; (2) negotiating and establishing bilateral agreements and controls for radiation protection and radiological emergency preparedness for U.S.
nuclear-powered warships serving as rotational forces or visiting Australia; (3) assisting Australia with outreach to federal, regional, state, local indigenous community, and non-governmental organization stakeholders concerning radiation protection, emergency preparedness, and associated programs ensuring protection of the environment and public; and (4) providing oversight and leadership in the development and integration of an Australian workforce that conducts nuclear propulsion plant maintenance work on U.S.
nuclear-powered submarines in Australia. Resolving problems in all areas, the incumbent must utilize technical knowledge, tact, leadership, forcefulness, and diplomacy to influence decisions that are satisfactory to all, but that are particularly effective to achieving the NNPP goals.
Directs and coordinates all work on radiological controls, radioactive waste disposal, emergency planning, radiation shielding, environment, health and safety, reactor plant chemistry, steam plant chemistry and reactor plant decommissioning and disposal under the cognizance of Naval Reactors.
Improve execution of nuclear work to expedite completion of major maintenance availabilities, reduce crew burden and increase operational availability of nuclear-powered warships and critical training platforms. Manage and oversee the day-to-day operations supporting the duties and responsibilities of the Nuclear Technology Division. Develop long-range technical plans to meet Division and NNPP goals.
You must meet the basic education requirements for at least one of the occupational series 0840 identified below. You are required to submit unofficial college transcripts as outlined in the Required Documents section of this announcement. Failure to submit transcripts will result in disqualification for this position. To qualify for the 0840 Nuclear Engineering series, you must possess: A. Degree: Engineering.
Successful completion of a bachelor's or higher engineering degree from an accredited college or university.
To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e)electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.-or- B.
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or (II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.
The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or (IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) You must provide a copy of your unofficial transcript(s). Be sure to include those transcripts directly applicable for meeting the education requirements.
Failure to provide proof of education will result in non-consideration for this position. Official transcripts will be required prior to entrance-on-duty for individuals selected. Education must be obtained from an accredited institution recognized by the U.S. Department of Education. For special instructions pertaining to foreign education and a list of organizations that can evaluate foreign education, see Recognition of Foreign Qualifications | U.S.
