Job Summary

The Deputy Executive Director, Human Resources Operations (DEDHRO) serves as a vital counterpart to the Executive Director, Human Resources Operations (EDHRO), taking on full authority in the latter's absence and sharing in the overall responsibility for directing and overseeing all HR functions within the largest integrated healthcare HR enterprise in the nation.

Key Responsibilities

Duties of this position include but are not limited to: Reporting directly to the EDHROC, the DEDHROC has primary responsibility for supervising all VHA Human Resources operations in the field. This includes the oversight of more than 10,000 HR and support staff providing nationwide HR services for approximately 356,000 employees, enabling workforce solutions that support healthcare delivery to over 9.2 million enrolled Veterans.

The DEDHROC supports the EDHROC in setting HR strategy and overseeing operations, develops and evaluates HR policies using advanced analytics and AI, serves as principal advisor on complex issues, ensures effective performance management and leadership development, and leads innovation and modernization efforts to keep HR programs agile and responsive to VA and VHA priorities.

Direct, coordinate, and oversee work performed by subordinate first level direct reports which includes supervisors; exercise significant responsibility in collaborating with officials from other units or organizations and advise higher-level management; assure equitable development and assessment of performance standards and rating techniques across units, teams, and projects; manage the HR program segments with substantial resources; make decisions on work issues presented by subordinate supervisors; evaluate subordinate supervisors and serve as the reviewing official on evaluations of nonsupervisory employees as necessary.

In this role, the DEDHRO aids in setting HR strategies, overseeing operations, and developing and evaluating HR policies through advanced analytics and AI, all while serving as a principal advisor on complex issues, ensuring effective performance management and leadership development, and driving innovation within the HR landscape.

The responsibilities include directing and overseeing the work of subordinate supervisors, ensuring equitable performance standards, managing significant HR program segments, and making critical decisions on employee issues, grievances, and disciplinary actions. This role involves collaborating with higher management and other units, approving selections for positions, and identifying solutions to enhance HR business practices and team dynamics.

Additionally, it encompasses supporting equal employment opportunity initiatives, assisting in the execution of national HR programs, integrating workforce management functions, and driving innovation in HR strategy. The position also focuses on policy development, strategic planning, and engagement with senior executives to ensure compliance and improve operational quality within the VHA's HR operations.

Serve as the Deputy executive leader for VHA-wide HR operations strategy, integrating workforce planning, talent acquisition, classification, compensation, recruitment and placement, employee benefits, human resource development, performance management, employee engagement, employee/labor relations, HR technology innovation, and information systems.

The DEDHROC is supervised by the EDHROC and operates under their general administrative direction in also receiving broad policy guidance and overall objectives. Within this framework, the DEDHROC is delegated the same significant authority as the EDHROC and is empowered to independently make decisions and act on behalf of the EDHROC in their absence, including planning, directing, and executing nationwide HR operations and programs.

The DEDHROC's work is characterized by exceptional complexity and national impact, requiring innovative strategy development, policy interpretation, and organizational leadership with minimal oversight.

The effectiveness of the DEDHROC role in management of the human resources operations program and advancement of VA's mission is reviewed in terms of results achieved, while decisions, recommendations, and strategic actions are considered authoritative and contribute directly to official VHA HR positions.

Requirements & Education
