The Deputy Financial Manager - Deputy Chief Financial Officer (CFO) provides advice concerning financial management serving as a technical expert for resource matters for eight health care systems over a 5-state area in the upper Midwestern United States with an approximate budget of $3 billion.
Time-Limited: This position is for a temporary promotion, not to exceed 1 year. You may be returned at any time to the position from which you were temporarily promoted, or to a different position of equivalent grade or pay. Major duties include but are not limited to: Assist the VISN CFO with the planning, direction, coordination, operation, and internal evaluation of financial activities.
Provide technical support for the formulation, advice, execution, and analysis of VISN 23's financial/budget plan. Ensure compliance with VACO policies concerning appropriate use of funds. Oversee the appropriateness of expenditures, collection of funds, and the fiscal integrity of all cost accounting financial records. Assess and trend financial performance and cost effectiveness through the assimilation of budgetary and accounting data systems.
In the absence of the CFO, provides coverage on all accounting, cost accounting, and travel issues. Identify policies and procedures that require change or improvement, provide analysis, and initiate recommendations to achieve desired result. Perform complex analytical studies, financial analyses, program planning, and outcomes evaluations. Ensure resources are accounted for correctly and accurately.
Serve as a technical expert to senior level officials to advise on financial systems. Summarize highly complex financial and workload information and present summarized information, isolating trends, and recommended actions to Medical Center and VISN management. Develop new methods and techniques of budgeting for the forecasting of long-range funding needs (e.g., 3 to 5 years or more into the future). Performs other duties as assigned.
