This position is located in the Digital Services Directorate (DSD), Discovery and Preservation Services (DPS), Library Collections and Services Group (LCSG). The Director for Digital Services provides a wide range of analytical, technical, managerial, and advisory functions related to the various programs within DPS and the broader LCSG.
The Director has overall responsibility for the digitization of Library collections for access and preservation, lifecycle management of digital collections, and metadata workflow development and activities. The Director supports DPS's role as business owner of enterprise-wide systems in support of the Library mission to steward and provide access to the collections.
Assignments provide the Director with a wide latitude and considerable responsibility, authority, and discretion in carrying out responsibilities in these areas as well as overall responsibility for improving access to the Library's collections through digitization, digital preservation, and metadata services.
The Director works in partnership with service unit leadership, directors, managers, and the Library's infrastructure offices while coordinating and overseeing highly complex and diverse service unit programs. As Director, Digital Services, you will: Delegate authority for the oversight, administration and operation of the Digital Services Directorate (DSD). Be directly responsible for planning, reviewing, monitoring, and directing programs and operations consistent with the directorate's mission and the Service Unit's goals.
Be primarily responsible for the direction and management of large-scale operations, ensuring efficient and effective achievement of specified goals and objectives. Oversee the full range of broad, emerging, and/or critical agency programs or operations required by the service unit.
Communicate and work closely and collaboratively with the Deputy Librarian for Library Collections and Services, the Associate Librarian for Discovery and Preservation Services, along with service unit directors, and chiefs on (1) the status of different work activities and efforts (2) the execution of the directorate's broad mission, and (3) the implementation of the DPS Directional Plan, along with LCSG's strategic goals and objectives.
Perform the human resource management functions relative to the staff supervised. Establish performance expectations for directorate staff members and clearly communicate the expectations. Serve as the primary advisor on various LCSG and DPS programs and operations, as well as senior staff of the Directorate.
Counsel senior management staff and officials at multiple levels of the Library of Congress: senior staff of other Federal, state, and local government agencies; and private sector clients and vendors on Library of Congress matters related to the subject matter area. Advise on the appropriate methods and techniques to use in order to achieve program goals and objectives.
Develop, plan, and implement, standard practices, policies and guidelines affecting broad, emerging, and/or critical agency programs, especially those related to technology to acquire, manage, and preserve digital collections and metadata.
Establish and maintain effective working relationships with various high-level individuals, including Library officials, infrastructure unit directors, service unit directors, division chiefs, managers, and their staff in order to advance the programs and objectives of the LCSG. The incumbent of this position will work a Flexitime work schedule. This is a supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
