Job Summary

The Director, Military Personnel and Construction (Program/Budget) serves as the senior functional authority, architect, implementer, and advisor to the Under Secretary of War (Comptroller) through the Deputy Comptroller (Program/Budget) on budget policies and numerous other challenges, all supporting the National Defense Strategy.

Major Duties

The Director, Military Personnel and Construction (Program/Budget) is responsible for reviewing and formulating Military Department and Defense Agency budgets, budget execution, and apportionment requests related to Military Personnel, Healthcare, and Construction accounts. Major duties and responsibilities include, but are not limited to: Oversees the implementation of new construction projects within military construction programs, family housing, and facility sustainment restoration and modernization. Oversees the review of pay and allowances, military personnel, and other military personnel costs. Supervises and reviews the financial management of the NATO Security Investment Program, the Department's construction funded in Research and Development appropriations, and the Department's facilities sustainment restoration and modernization funded in the operation and maintenance appropriations. Advises and assists the budgetary staff of the Military Departments on the application of data analytical tools and methods of presentation for comprehensive budget estimates. Formulates and recommends long-range budgetary requirements, based on established policies and concepts, and for each fiscal year, formulates specific policies and basic assumptions directly applicable to the compilation and presentation of budgetary requests for all phases of assigned responsibilities. Maintains direct contact with top senior officials of the Military Departments and budget officers at the operating levels to ensure familiarity with the programs. Serves as the principal or supporting Department of War witness in the presentation of military personnel and operation and maintenance budget matters before congressional committees.
