The USCG is announcing a challenging Senior Executive Service career opportunity to serve as the Director of Coast Guard Investigative Service (CGIS).
The Director of Coast Guard Investigative Service responsibilities include: Directing the design, development, and implementation of policies, regulations, and procedures for Coast Guard-wide investigative operations and administrative activities of CGIS Regional and Resident Offices, task force operations, protective services, force protection, training, and special operations detachments of CGIS.
Ensuring all such operations are performed in accordance with Coast Guard, Department of Justice (DOJ), Department of Homeland Security (DHS), and accepted federal law enforcement standards and requirements. Approving major or sensitive operations involving state of the art and accepted investigative techniques and ensuring adherence to investigative procedures and priorities by all CGIS elements.
Directing and overseeing investigations of felony-level crimes committed by Coast Guard members under the Uniform Code of Military Justice (UCMJ); crimes committed by employees or other persons on Coast Guard bases and assets, or in or affecting Coast Guard activities; and crimes that violate statutes over which the Coast Guard exercises law enforcement authority, such as crimes occurring on the high seas or waters subject to the jurisdiction of the U.S.
External investigations of maritime related crimes range from migrant and drug smuggling to false distress calls and violations of the environmental laws of the United States. Managing CGIS participation in Federal Bureau of Investigations (FBI) and other federal, state and local task forces, in which the CGIS agents provide maritime law enforcement expertise and facilitate information sharing between Coast Guard operational commanders and law enforcement partners.
Overseeing the Protective Services Detail (PSD) responsible for personal security and protection of the Commandant, both in and out of the continental U.S.
The PSD assists the Commandant in maintaining their schedule so that arrangements for protection are not compromised, establishes and staffs security posts at the Commandant's worksites, to include Temporary Assigned Duty (TAD) sites, and at the Commandant's official residence when Threat Conditions or other special considerations warrant PSD support.
Working closely with senior criminal investigative executives of the DHS, including the Office of the Inspector General, DOJ, Naval Criminal Investigative Service (NCIS), Air Force Office of Special Investigations (AFOSI), Army Criminal Investigations Division (CID), Defense Criminal Investigative Service (DCIS), Federal Bureau of Investigation (FBI), Drug Enforcement Administration (DEA), Immigration and Customs Enforcement (ICE), Customs and Border Protection (CBP), U.S.
Marshals Service, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Organized Crime Drug Enforcement Task Force (OCDETF), and other partner agencies, foreign and domestic, in assuring effective coordination on all related investigative and operational issues and administrative matters under the direction of those organizations. Providing thorough and timely briefs of significant CGIS operations to the Commandant and Vice Commandant.
Ensuring the Vice Commandant receives reports of any allegation of flag officer/SES misconduct, in coordination with the Judge Advocate General (TJAG) or Deputy JAG. Briefing other senior executives within the Coast Guard and DHS as necessary.
Ensuring communication and coordination between CGIS agents and Coast Guard operational commanders who are the senior law enforcement officials within their areas of operations; assists District and Area Commanders in executing their authority to refer cases to DOJ for prosecution. Overseeing special agent recruiting, assignments, and training and education programs, including the performance qualification standards of special agents.
Serving as the force manager for the Reserve Investigator (IV) rating and the Warrant Investigator (INV) specialty.
