Job Summary

The Department of Housing and Urban Development (HUD) is seeking highly qualified individuals who are willing to meet the challenges of public service and support our mission.

LOCATION NEGOTIABLE AFTER SELECTION: The job location is negotiable after selection, the available locations for the one job are: New York City NY (Northeast Region), Atlanta GA (Southeast Region), Chicago IL (Midwest Region), Fort Worth TX (Southwest Region), San Francisco CA (West Region), and Alexandria VA (HUD HQ).

Key Responsibilities

The Director of the Office of Multifamily Production reports to the Associate Deputy Assistant Secretary for Multifamily Housing Programs. The Office is responsible for providing direction and oversight to the implementation of processes such as the Multifamily Accelerated Processing (MAP) program and managing the functions of application processing and loan origination, and the functions associated with asset development.

The incumbent oversees matters involving multifamily Production policy, technical support, and lender qualifications and monitoring.

MAJOR DUTIES AND RESPONSIBILITIES The incumbent provides oversight and direction in the execution of the Department plans and priorities at the field level, distribution of staff, staff development and execution of EEO and affirmative action policies; and, provides advice regarding the legislative, regulatory, procedural, budgetary, and long-range strategic planning related to multifamily housing production.

The incumbent performs the following duties: Directs the development of policies and procedures, notices, operating guidelines, and regulations related to the origination of FHA-insured mortgages (except for hospital insurance, which is handled outside the Office of Multifamily Housing Programs) Directs the evaluation of policy and procedural effectiveness and methods of operations for assigned programs, along with the quality of program data.

This includes monitoring field office performance against goals, contract renewals, and all other activity affecting the day-today management of multifamily Production programs Directs the provision of programmatic and technical assistance to field components and other HUD and industry entities concerning multifamily Production programs.

Technical staff (appraisers, architects, cost analyst, etc.) provide support for application reviews, policy reviews, policy analysis, and case-specific workouts being negotiated in other Headquarters Offices or in the field.

Assistance provided includes clarifying and interpreting program guidelines, standards, and procedures; implementing guidance and assistance regarding new or revised technical standards and procedures; and providing specialized advice and assistance concerning problem areas or projects under the jurisdiction of individual multifamily field components. Directs the participation of assigned staff in Office of Housing field reviews and Departmental field evaluations.

Functions include developing program evaluation criteria and standards for evaluation; participating, as required, in field review reviews and providing assistance in the interpretation of field review data pertaining to program operations; developing necessary changes in policies, guidelines or operating procedures, based upon findings; and developing remedial training as necessary for field personnel.
