Job Summary

This position is in the Department of Labor, Employment and Training Administration, Office of Job Corps (OJC), Division of Education Services (DES). The official position title of this position is Supervisory Program Manager. This position is a non-bargaining position.

Major Duties

Major duties for this position are listed below: Serves as Division Director, Division for Education Services responsible for managing, directing, supervising, staffing, coordinating, and evaluating division functions and/or activities through subordinate supervisors. Manages and provides oversight of federal staff in execution of education service and wrap around support service requirements for the Job Corps program. Oversees the program's academics, career technical training, career transition services, and applied academic programming within the Job Corps training and education system, aimed at improving employment outcomes for economically disadvantaged youth. Directs the development of standard operating procedures and policy guidance for key division and the oversight/monitoring functions of the regional offices, often in collaboration with other divisions and the regional offices. Monitors key regional activities and reviews data to facilitate analysis of regional office performance, ensure regional program integrity, and assist in planning corrective actions for regional operations when necessary. Provides authoritative advice and consultation to Employment & Training Administration (ETA) officials and customers related to career transition services. Evaluates, recommends, and facilitates implementation of new approaches and alternatives to address current or anticipated workforce development needs. Develops partnerships with employers and service providers. Provides leadership in formulating methods for getting results through cooperative efforts, including outreach for other ETA and Department of Labor (DOL) offices, other Federal, State, and local agencies, all program constituents, and customers. Coaching subordinates in the selection and application of problem solving and work methods, practices, and procedures, and assisting with solutions. Articulating and communicating to subordinates the assignment, project, problem to be solved, actionable events, milestones, and deadlines/timeframes. Coordinates Division activities with other Divisions and other ETA organizations to assure a seamless implementation or ETA initiatives and the overall accomplishment or the ETA Mission.
