Job Summary

As a Division Director, you will serve as a first-line supervisor in one of the four acquisition centers. Location of position: FAS, Office of Shared Service Delivery Duty Location to be determined upon selection This office strives to deliver high-quality, reliable shared services that support our workforce and enable mission success across FAS. We are currently filling six vacancies, but additional vacancies may be filled as needed.

Key Responsibilities

Major duties include, but are not limited to the following: Serves as an advisor to the organization and senior level managers on acquisition and program issues that may arise and recommends viable solutions. Provides recommendations to the Office of Contracting Operations through the appropriate Center Directors of potential new areas of opportunity and works with the Program Office to ensure expected outcomes are realized.

Manages the development of enhanced program capabilities and regular updates for the future program. Directs the research and analysis of industry trends, and identification of changing customer requirements as well as the development of acquisition-related electronic communications for program customers and stakeholders.

Works in collaboration with the organization in revising current procurement policies and developing new procurement guidelines and procedures for the program as needed. Monitors and evaluates the program's total procurement activities and recommends modifications or alternate methods to accomplish objectives. Directs and serves as the FAS authority on contract matters related to highly specialized procurements of significant importance to the agency and to all of Government.

Requirements typically involve product and service contracts that are sensitive and controversial in nature and require tact, diplomacy and negotiation. Directs pre-award, award and post-award functions.

Requirements typically involve the implementation of procurement objectives for various activities such as market research, acquisition strategy, procurement planning, requirements development, negotiation strategy, award, and contract administration in accordance with established program direction using new and innovative contracting approaches. Serves as contracting officer with authority to award and sign advertised and/or negotiated contracts.

Plans and delegates workload to be accomplished among the staff subordinates to meet priorities, schedules, and requirements established at the organizational level. Revises work schedules to meet changes in workload or to improve workflow, increase productivity, enhance customer service, and promote overall customer and employee satisfaction. Formulates and issues verbal guidance or written instructions and procedures for nonroutine or complex assignments.
