The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Serves as the principal Executive Advisor to the Chief, Facilities Management and Security Services (FMSS), providing authoritative advice, guidance, analysis, and executive decision support on the organization's most significant, sensitive, unprecedented, and complex short- and long-range issues affecting IRS properties nationwide and involving significant decisions concerning the commitment and expenditure of FMSS and IRS budget and resources. Independently evaluates enterprise-wide initiatives, emerging issues, operational risks, organizational performance, and strategic priorities affecting facilities management, physical security, engineering, environmental health and safety, financial management, real property, space management, project management, logistics, and related mission support functions. Integrates information, recommendations, and perspectives from multiple organizational components into comprehensive executive analyses that identify impacts, alternatives, dependencies, risks, and implementation considerations. Develops executive briefing materials, decision memoranda, strategic assessments, business unit guidance, and recommendations to support informed executive decision-making. Anticipates issues requiring executive attention, identifies cross-functional implications that impact or change how IRS programs throughout other business units are operated or delivered, and ensures the Chief receives timely, accurate, and comprehensive information necessary to establish organizational priorities and make informed decisions. The incumbent is responsible for providing detailed advice on controversial or highly visible issues that also have the attention of top level executive leadership in other business units, at Treasury, in state or local governments, in Congress, from federal oversight agencies, from public interest groups, and/or in the media; or, if overlooked, would significantly detract from the IRS's mission and reputation with these groups and with the public as a whole. Coordinates the planning, execution, and monitoring of executive initiatives, organizational priorities, and cross-functional activities directed by the Chief that affect multiple FMSS organizations and nationwide operations, and impact direct access by taxpayers to IRS facilities and services, as well as IRS's public face and reputation. Serves as the Chief's principal integrator among Directors, senior managers, program officials, Treasury representatives, and external stakeholders to facilitate communication, resolve coordination issues, and promote consistent execution of executive priorities. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
