Job Summary

Organizational Location: This position is with the Department of Homeland Security; within U.S. Customs and Border Protection; in the Office of Field Operations (OFO); Washington, D.C. For more information about U.S. Customs and Border Protection, please visit https://www.cbp.gov/about.

Key Responsibilities

As the Executive Director, Cargo and Conveyance Security, Office of Field Operations, you will be responsible for providing national direction, developing, and implementing the U.S. Customs and Border Protection (CBP) Cargo and Conveyance Security program through aggressive implementation of the Customs Trade Partnership Against Terrorism (C-TPAT).

You will work closely with importers, transporters, brokers, and others in the trade community to protect every aspect of the supply chain against terrorist threats.

You will be responsible for improving oversight of trade security in the field, overseeing supply chain security experts at various field sites, ensuring more secure hand-offs within the supply chain, improving data accuracy for CBP targeting purposes, and increasing enforcement action as a result of intelligence provided by C-TPAT companies.

You will establish a strategic vision and provide direction to teams working within cargo and conveyance security offices and assure the development, implementation, and execution of policies, program plans, and procedures for core business processes. You will also direct and oversee initiatives and projects. You will provide executive level guidance on the effective and efficient utilization of policies by all Office of Field Operations field and Headquarters entities.

You will consult with top agency officials, foreign dignitaries, and officials of foreign ports to implement training priorities based on cargo and conveyance security needs and changing work demands. You will recommend new or modify existing policies and programs to accommodate these unexpected shifts. You will lead the design of training tracks for all aspects of Cargo and Conveyance Security.

Requirements & Education

There is no education requirement for this position. You will be evaluated on the quality and extent of your total accomplishments and experience. Your resume will be evaluated by a rating and ranking panel, and highly qualified candidates may undergo an interview and a reference check. The U.S. Customs and Border Protection will review results and make recommendations on final selections to the appointing authority.

Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before an appointment can occur.
