Information Technology Delivery (ITD) provides leadership for intelligence and vetting systems along with services and support essential to the organization's mission to provide security professionals with timely and actionable information through effective technology systems and analytical tools.
The Executive Director (ED), Information Technology Delivery (ITD) in Information Technology (IT), Technology and Systems (TS), Transportation Security Administration (TSA), Department of Homeland Security (DHS) serves as a technical expert for TSA on matters involving information technology product strategy, software delivery, application support, application of emerging technology, enterprise architecture, critical vetting technologies and program management.
The position requires expert knowledge of vetting operations, emerging technologies, systems architecture, cyber security, strategy development, and the application of information technology to drive operational transformation. The ED, ITD is responsible for TSA's Information Technology strategy, software development lifecycle, software development governance and standards, digital transformation and oversight of TSA enterprise IT delivery efforts.
The responsibilities of the position have an agency-wide impact and influence, which includes providing innovative and expert leadership in the establishment and implementation of comprehensive and transformative technology products for the TSA Enterprise. High level duties include: Providing day-to-day executive leadership and operational oversight to IT's software delivery technology divisions that support TSA's mission.
Exercising broad authority and responsibility for administrative and management policies, strategic planning, and program operations in the varied administrative functions.
Working closely with the Assistant Administrator and Deputy Assistant Administrator for Intelligence and Analysis (I&A), Enrollment Services and Vetting Programs (ESVP) to help define, plan, direct and manage TSA's vetting requirements, goals, and objectives linked to the DHS Strategic Plan, the Aviation Transportation Security Act and other legal authorities.
Leading collaboration efforts between the I&A, IT, and ESVP offices to ensure Risk-Based Security vetting is properly supported and conducted. Collaborating with all Assistant Administrators. Outlining TSA software delivery vision, implementing technology strategies, and ensuring that the technological resources are aligned with TSA operational needs.
Leading the development and implementation of the TSA Information Technology Strategy supporting the TSA Strategy and Administrator's Intent, DHS CIO Strategy, Congressional mandates incorporating emerging technologies and transforming Enterprise operations through digital capabilities.
Overseeing the development and execution of major programmatic and technology change management initiatives that directly enable the organization to meet both emergent and strategic TSA requirements. Leading the development, operation and maintenance of robust, leading-edge technology to support threat assessments and enable domain awareness for TSA's risk-based security processes and practices.
Software Delivery responsibilities include: Providing 365x24x7 support for all operational systems; providing Configuration Management, Quality Control, enterprise delivery, software and technology processing; Performing data analysis and support to include the development and distribution of reports, performance metrics, and prediction simulations; Managing Secure Flight (SF), Consolidated Screening Gateway (CSG) and Transportation Vetting System (TVS), Mission Scheduling Notification System (MSNS) software and systems design, development and testing including all major and minor systems across TSA; and Providing systems engineering and software development support across all programs and leading all engineering process improvement and development initiatives for TSA Risk-Based Security.
