Job Summary

The Executive Director, Management, Planning & Analysis serves as a senior advisor to the General Counsel and Principal Deputy General Counsel on all administrative and management matters. The incumbent is responsible for planning, directing, and controlling internal administrative operations of theOffice of General Counsel.

Key duties include: Developing and implementing strategic plans, policies, and procedures to ensure efficient and consistent operations across components.

Key Responsibilities

Strategic Oversight of Administrative Operations - Reviews and revises technical and operating procedures; coordinates activities across OGC components to ensure consistency and efficiency. Policy and Process Improvement - Studies handling of legal, quasi-legal, and legislative matters not assigned to a single element; recommends improvements and courses of action.

Oversight of Legislative and Research Activities - Coordinates and administers legislative and research functions through intermediate supervisors to support OGC objectives. Organizational and Workforce Analysis - Conducts organizational and manpower utilization studies; recommends personnel assignments and procedural changes to improve effectiveness and economy.

Budget Formulation and Resource Allocation - Determines budget requirements; compiles data; analyzes and allocates appropriated funds across all OGC elements for optimal resource use. Publications and Knowledge Management - Supervises publications control to prevent conflicts in policy and procedural issuances; ensures effective functioning and accessibility of the Law Library and precedent files.

Requirements & Education

If you are qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
