Job Summary

GS-13 Facility Program Manager - Pharmacy Inventory and Pharmacoeconomic Program Manager The incumbent will develop, organize, coordinate, manage, and lead the pharmacy inventory management and pharmacoeconomic functions within the Fargo VA Health Care System.

The Pharmacy Inventory Management and Pharmacoeconomics Program Manager is responsible for the department functions and support of pharmaceutical inventory management, plus facility-wide implementation of pharmacoeconomic initiatives.

The incumbent will serve as the local subject matter expert of all pharmacy inventory practices and cost analysis strategies. Completes gap analysis to optimize safety and efficiency. ii. The incumbent shall be responsible for the development and maintenance of economic analysis programs and pharmaceutical outcome research. iii.

Programs and program activities shall focus on: pharmaceutical formulary selection; formulary implementation; medication conversions; drug utilization evaluations, medication therapy pathway assessments (economic and clinical); patient health outcomes; health-related quality of life assessments, medical education and information communication. iv.

The incumbent will develop, implement, and manage programs to optimize drug therapy costs, including participation in the development of disease management programs, drug conversions, Cost-Savings Initiatives/Lost Opportunity Cost efforts, development of patient/provider letters, and Prior Authorization Drug Review (PADR) oversight and management.

PADR consults require local, VISN, and national reporting and have expectations for timely completion, so the incumbent will oversee a program to ensure these are completed timely. Executes the national business rules for PADR consult completion, to include appeals processes, and develops/maintains local policy as such. v.

The incumbent monitors VHA contract pricing and Prime Vendor account compliance to optimize procurement of the most cost-effective agents through compliant utilization of the National Acquisition Center (NAC) guidance and direction. Employs effective purchasing procedures to maximize use of budget allocations. vi.

The incumbent consults and advises pharmacy leadership on all matters relating to inventory management pharmacoeconomics, and works closely with them and their staff to ensure that programs reflect the mission and priorities of the VHA and VA. Monitors and regularly reports on status of pharmacy expenditures identifying significant changes, including data and information on specific drugs, therapeutic classes, supplies, etc., that have contributed to the change. vii.

The incumbent provides direct oversight of standard processes for the accountability of expired or soon-to-expire medications held for return for credit, and ensures all items are secured and monitored through the time of pick up by the contracted reverse distributor to reduce possibility of undetected loss, theft, or misuse. viii.

The incumbent assures the proper pharmacy storage of all pharmaceuticals and supplies and coordinates the purchase and record keeping of REMS medications. ix. The incumbent leads department plan for pharmaceutical shortages by developing a plan and communicating to all applicable stakeholders. x. The incumbent is responsible for aspects of VHA Directives 1108.07 and 1108.08 as they pertain to pharmacy inventory, storage, and formulary management. Administrative i.

Developing and updating policies and procedures defining operational requirements of all aspects of Pharmacy Inventory Management and Pharmacoeconomic program execution. This includes instruction and support of Pharmacy Technicians and Pharmacists in the applicable duties and functions pertaining to this subject matter. ii.

Maintaining subject matter expert (SME) level knowledge of reports, software and technology utilized in Pharmacy Inventory Management and economic reporting. iii. Managing the sharing of data and information for these programs using tools such as Excel, dashboards, and SharePoint sites. iv.

Actively serving as the subject matter expert in pharmacy inventory management and Pharmacoeconomics, and participating in facility, VISN and National committees and workgroups, as assigned and as aligned with job functions. v. Prepares regular computations and drug budget forecasting for the pharmacy department. Provides the Pharmacy and Fiscal leadership with regular updates. vi.

The incumbent supports the daily work of procurement technicians and participates in all Pharmacy Service activities including clinically oriented programs and quality assurance activities and coordinates all functions and activities within these sections to ensure they coincide with other sections and the overall goals and mission of Pharmacy Service. vii.

Coordinates with the pharmacy procedures and oversight for processing 1358s, 2237s, and purchase card orders for obligating appropriate funds for pharmacy service budget. viii. Possesses extensive knowledge of pharmaceutical prime vendor, IFCAP/GIP, and alternative procurement sources.
