Job Summary

The Financial Analyst serves within the Financial Operations Division which establishes and maintains the business and financial system requirements supporting the financial management systems. The analyst performs a combination of routine and varying assignments under direction of a program manager, team leader, or experienced professional.

The incumbent serves as an individual contributor and member of teams supporting financial systems, business operations, & financial management initiatives.

Key Responsibilities

Applies experience and detailed working knowledge of financial management principles, financial systems, and business processes to plan and accomplish assignments. Provides support for financial oversight and the effective use of agency financial resources by assisting with financial system requirements, business process improvements, system testing, and user support related to the Delphi and PRISM financial systems.

Assists in analyzing business requirements, validating system functionality, documenting business processes, coordinating system enhancements, and supporting implementation of financial management policies and procedures.

Typical assignments include: (1) Supporting the administration, maintenance, and enhancement of the FAA's Delphi and PRISM financial systems; (2) Assisting with the analysis, documentation, testing, and implementation of financial system requirements and business process improvements; (3) Reviewing, reconciling, and validating financial data to ensure accuracy and compliance with federal financial management standards; (4) Preparing, reviewing, and reconciling financial statements, reports, and system-generated information to satisfy reporting requirements; (5) Researching, analyzing, interpreting, and applying financial policies, procedures, and guidance to resolve financial system and business process issues; (6) Coordinating with program offices, acquisition personnel, and financial stakeholders to support procurement and financial management operations; (7) Assisting with system upgrades, interface testing, data validation, and user acceptance testing for Delphi and PRISM enhancements; (8) Developing reports, documenting findings, and presenting recommendations to management; and (9) Supporting internal control activities, audits, and other financial management initiatives.

During analyses and review activities, prepares formal documentation, business process analyses, system requirements, test results, and management reports. Uses research, analytical techniques, financial management tools, and automated systems to complete assignments.

Demonstrates some independence in planning work, prioritizing assignments, and managing resources while coordinating with managers, project managers, team leaders, and senior analysts to accomplish organizational objectives. Maintains effective working relationships with internal customers, including headquarters and field organizations, financial management personnel, acquisition staff, program offices, information technology personnel, and system users.

Coordinates with external stakeholders, vendors, contractors, and oversight organizations, as appropriate, to exchange information, respond to inquiries, explain financial system processes, and resolve routine issues. Established policies, procedures, federal financial management regulations, and FAA guidance provide direction for most assignments. Receives guidance on work task and on complex or unique issues from a manager or more experienced professional.

Refers matters involving new policy interpretations, significant system issues, or unusual business requirements to management when established guidance is insufficient. Work is reviewed throughout assignments and upon completion to ensure technical accuracy, timeliness, compliance with applicable financial management policies and system requirements, and successful support of AFM-200's mission.

The work directly supports the integrity, reliability, and continuous improvement of the FAA's Delphi and PRISM financial systems and contributes to the agency's overall financial management operations.
