The Resource Manager for Resources & Analysis (R&A), will play a crucial role within the Business Operations Directorate at the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)), offering essential support to the Director for R&A (D, R&A) and Deputy Director for R&A (DD, R&A).

Incumbents typical work assignments may include the following: Manages and oversees the OUSW(R&E) portfolio, including the execution, development of guidelines, planning, tracking, and administration of Corporate Operating funding, Defense Agencies Initiative (DAI) transactions, and contracts.
Serves as lead financial advisor to senior executives, on all Planning, Programming, Budgeting, and Execution (PPBE) matters, integrating fiscal systems with program initiatives, coordinating Program Objective Memorandum (POM) and President's Budget (PB) exhibits, and utilizing advanced technological tools for data visualization and executive decision support.
Develops and manages long-term budget plans and policies, forecast future needs, and conduct detailed financial analyses, which are crucial for evaluating budget policies and programs. Leads financial management efforts by reviewing and enhancing financial policies, improving business processes and data usage, and adopting new technologies.
Leverages financial management systems (e.g., DAI) to support financial management-related activities, including budget reconciliation, unmatched transactions (UMT), unliquidated obligations (ULO), unmatched disbursement (UMD), and dormant account reviews.
