This position is located in the Office of the Under Secretary of War (Comptroller) (OUSW(C)), Human Capital and Resource Management (HC&RM) Directorate, Enterprise Performance & Analysis (EPA). The directorate serves as the departlnent's hub for integrated business operations and is leading the critical Planning, Programming, Budgeting, and Execution (PPBE) reform efforts to enhance resource allocation and decision-making.

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P. L. 116-92 and Section 9905 of Title 5 U.S.C. Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following: Analyze and assist in the implementation of Planning, Programming, Budgeting, and Execution (PPBE) reform initiatives, supporting the design and integration of new financial models, business processes, and data systems. Perform in-depth investment portfolio analysis and draft authoritative briefings, analytical reports, and decision papers to support senior executive leadership in shaping Departmental resource allocation. Monitor key performance indicators to identify systemic barriers to budget execution under new reform paradigms and recommend viable solutions to management. Serve as a primary representative and key liaison for PPBE reform implementation, collaborating with Military Departments and OSD components, and preparing background materials to defend financial plans to Congress and the Office of Management and Budget (OMB). Participate in, and occasionally lead, sub-groups within cross-functional Integrated Product Teams (IPTs) and working groups to build consensus among stakeholders on strategic resourcing options.
