Job Summary

The Financial Manager is the senior financial expert and advisor for the James J. Peters VA Health Care System, overseeing a complex integrated financial services operation that supports management control across the facility. Duties include accounting, budgeting, cost analysis, and contributing to organizational planning, financial analysis, and reporting. Major Duties

Evaluate employee performance and provide advice, counseling, instruction, and career planning support. Identify training needs for all employees assigned to the Financial Management Service and ensure appropriate training is provided. Maintain personnel attendance records, coordinate leave schedules and adjust workloads and assignments to meet unexpected deadlines. Direct and promote the effective use, analysis, and implementation of advanced accounting techniques. Plan, organize, and manage an integrated finance and accounting system for the facility. Oversee operational accounting programs and controls within the facility. Maintain communication across the facility with VISN, VACO representatives and other independent agencies to clarify procedures and policies related to special accounts and reimbursable activities. Promote effective development and execution of the organization's operating budget. Conduct budget presentations and hearings, serving as the principal advisor to the Executive Leadership Team. Develop local policies to assist operating officials in preparing budget estimates business plans for their fund control points. Distribute funds to various fund control points, analyzing actual performance against the budget plan, and projecting to recommend necessary adjustments to the financial operating plan. Brief the Director and managers on actual progress against the program objectives and VA standards. Provide expert recommendations on innovative approaches and solutions to financial challenges. Participate in meetings and conferences on facility operations, advising on program status, with a particular focus on objectives, progress, accomplishments, and the potential effects of alternative actions. Conduct an annual certification to ensure the financial integrity of accounting records and financial statements. Internal and external audits are conducted to identify vulnerabilities, weaknesses in internal controls, and potential waste, fraud, or abuse within the organization. Perform other related duties as assigned. Work Schedule: Full-time, Monday - Friday, 8:00 AM -4:30 PM Telework: Telework eligibility will be discussed during the interview process.
