Key Responsibilities

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Independently plans and executes labor resource requirements for salaries, benefits, and FTEs (Full-Time Equivalents) for both the current plan execution and subsequent year plan development.

Also monitors all support resources relative to equipment, supplies, facilities, and training. Develops and implements plans for AWSS to assess its program effectiveness within the IRS. Creates templates with instructions for each AWSS function in order to identify what significant factors are influencing what they will be doing for the upcoming and following fiscal years. Coordinates AWSS' responses with other business units.

Submissions are prioritized, consolidated, and reduced to a manageable number through a process involving the AWSS executive management staff. Once completed, these TIPS (Trends, Issues, and Problems) are incorporated into the previous year's strategic assessment through addition, modification, or deletion of the major strategies, operational priorities, and improvement projects in the assessment document.

Independently manages all stewardship accounts for his/her assigned business. Duties include developing and distributing program and spending plans, executing those plans responsible for, and reporting in total by business unit. Establishes a plan that coincides with the Strategic Program Plan that allows the assigned activity to meet its strategic goals and responsibilities within the established funding.

Monitors and evaluates financial/cost management systems as they relate to customer requirements and the overall needs of the organization. Identifies areas in need of improvement, conducts studies, and develops creative approaches to improve the systems. Analyzes very complex financial statements for assigned offices to determine the operating efficiency and effectiveness.

Requirements & Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
