Job Summary

The Department of Energy's (DOE) Western Area Power Administration (WAPA) is looking for an innovative, seasoned executive to serve as General Counsel/Senior Vice President to direct all WAPA's legal activities with a mission of delivering Federal hydropower and transmission over a 15-state, high-voltage transmission network to more than 680 utility customers - municipalities, public power cooperatives, state and federal agencies, among others -in turn providing power to 40 million Americans.

Key Responsibilities

The General Counsel and Senior Vice President is responsible for providing executive leadership which encompasses the planning, development, and administration of Western Area Power Administration (WAPA)'s legal services.

The incumbent will serve as General Counsel and Senior Vice President which as a key member of the DOE WAPA senior leadership team As the General Counsel and Senior Vice President, you will: Be responsible for legal counsel on WAPA's position regarding all wholesale electricity business, legislative, regulatory, DOE and WAPA policy and other changes which directly or indirectly impact WAPA's mission.

Direct organizational activities, frame strategic plans based on broad organizational assessments and evaluate long-term organizational objectives. Oversee and direct the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the organization, including the recruitment of senior managers and technical experts necessary to ensure the success of the program.

Supervise the work of and assignments made by Assistant General Counsels to staff attorneys; provides policy, technical, and administrative guidance, coordinate projects, and direct all legal activities from research through litigation, which may include personal involvement in the most comprehensive or precedent setting projects or actions.

Exercise review and supervisory authority for all legal work at WAPA including that pertaining to power marketing and transmission management; sales and operations; construction, supply and services contracts and claims; property management including acquisition or disposal of real and personal property; personnel law, labor relations and related administrative matters; and ethical restrictions that apply to Federal employees.

Maintain continual relationships with top level management officials and key representatives of other Federal agencies, local public bodies, private and publicly owned utilities, and various interest groups on all legal matters affecting WAPA.

Requirements & Education

Must meet the minimum education requirements of successful completion of a full course of study in a school of law accredited by the American Bar Association (ABA) with a professional law degree (L.L.B or J.D.). This position has a positive education requirement. Unofficial transcripts or any report listing institution, course title, credits earned (semester or quarter hour) and final grade is acceptable.

It is your responsibility to provide adequate proof that you meet the educational requirements. An official transcript will be required if you are selected. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
