Major Duties

This position is part of the Department of Defense. The incumbent will be responsible for serving as a general engineer and team lead responsible for planning, programming, and developing facility and infrastructure requirements for deployment and integration of Ballistic Missile Defense Systems (BMDS) elements and functions at new and/or existing Missile Defense Agency (MDA) sites worldwide to support operations and testing. As a General Engineer at the NH-0801-4 some of your typical work assignments may include: Serves as the lead facilities engineer, representing the Director of Facilities Engineering. Provides expert support and coordination to elements, project, and program offices for all assigned facilities and infrastructure matters. Conducts facility reviews, delivering information briefings, and developing acquisition strategies for the MDA Facilities Engineering Life Cycle. Manages Facilities Military Construction (MILCON) projects. This involves participating in the design and solicitation process, providing contract oversight, and leading Integrated Product Teams (IPTs) managing weapon system prime design and construction activities. this role requires establishing and maintaining strong relationships with the Department of Defense's Design/Constructions Agents (NAVFAC/USACE) to develop, coordinate, review, and implement all aspects of facility acquisition plans supporting the construction of approximately $1 billion in Military Construction (MILCON) Communicates the agency's position during design reviews and construction solicitation processes, overseeing MILCON and Research, Development, Test & Evaluation (RDT&E) facility requirements, identifying and resolving construction challenges, considering evolving standards, funding, and schedules. Develops detailed cost data, including engineering estimates for construction and alternative analyses, to ensure projects stay within budget and meet Agency timelines. Reviews, design criteria, programming documents, cost estimates, engineering calculations, engineering studies, schedules, and designs for construction activities. Ensures facility products align with program goals and objectives, and oversees the quality assessment process. Analyzes and translates Missile Defense System (MDS) strategic concepts and deployment requirements into specific aspects of the facility life cycle (Design, constructions, operations, and sustainment) for capability deployments. Provides subject matter expertise on all aspects of facility acquisition and sustainment to staff and functional support to element/program/project offices within MDA, supporting planning and deployment activities. Leads and directs a team of facility engineering professionals, including contractors, government stakeholders, and IPT members, to ensure appropriate facility engineering support across MDA's enterprise-wide facilities and infrastructure. Ensures recommendations for improved program resource application for integrating MDS facilities, design, construction, site planning, and construction oversight activities are implemented efficiently and within budgetary constraints. Applies professional knowledge of engineering principles, methods, and techniques, along with a general understanding of disciplines such as civil, mechanical, electrical, architectural, topographical, geotechnical, environments, and material sciences. Collects and analyses data to determine funding requirements and contractor limitations and tasking. Oversees the quality assurance assessment process related to MILCON.
