Job Summary

Key Responsibilities

A GS-2001-9, GENERAL SUPPLY SPECIALIST: Conducts annual organizational visits to all equipment accounts on/off base to verify custodian accountability for capital, nuclear-related, COMSEC, and sampled assets. Ensures pilferable GPC items are tracked. Issues written reports to responsible officers and commanders. Maintains suspense and follows up on corrective actions. Briefs visit schedule effectiveness to Materiel Management Flight Chief and LRS/CC.

Ensures accountability for equipment purchased via GPC/Base Contracting, including budget code 9 NFx assets over $5,000 and pilferable items. Maintains Consolodated Inventory Report (CIR) and annual/change-of-custodian inventories. Supports deployments by identifying deploying units/equipment. Coordinates with Equipment Custodians on deployment requirements. Uses ELMS listings to place items in deployed status. Trains and appoints deployed custodians.

Coordinates transfers with home station EAO and higher headquarters. Processes transactions to return assets from deployed status. Manages War Readiness Materials (WRM) and mobility equipment requirements. Ensures authorizations are on hand, on order, or in budget. Ensures valid UTC, Use, and WRM codes are assigned. Oversees Block III/IV ELMS training for Equipment/SPRAMS custodians. Monitors item accounting procedures and provides additional training.

Briefs new squadron commanders on property accountability and relief of accountability. Assesses and administers training for full-time and drill-status personnel. Serves as base Equipment Review Approval Authority, validating equipment requests per ASC and EAID rules. Uses ELMS to determine and verify equipment authorizations. Analyzes equipment allowance criteria and changes for missions and weapon systems.

Interprets ASC and related data to validate requirements and prepare change requests. Conducts annual ASC update reviews. Manages the equipment excess program. Evaluates unserviceable assets for repair or contract maintenance. Plans equipment changes for new weapon systems or mission shifts. Processes disposition of property when no longer needed or authorized. Manages all non-vehicle equipment.

Provides technical and administrative support to Accountable Officers, Commanders, and custodians for Class II, VII, IX assets (AFEMS/ECSS). Advises authorities on policy and procedures for lost, stolen, damaged, or destroyed property. Coordinates deployment and redeployment of Class VII assets per DAFMAN 23-300. Ensures unit requirements are correctly coded as Critical/Important in ERL with matching requisitions. Keeps custodians informed of ERL changes.

Reviews and analyzes data used for equipment budget estimates. Reviews and corrects rejects and variances when not handled by the SCOS. Verifies capital assets over $10,000,000 in ELMS for CFO reporting. Oversees semi-annual COMSEC reconciliations and annual small arms reconciliations. Coordinates with SCOS to reconcile COMSEC and weapons control files and assets. Ensures COMSEC and small arms inventories and documentation comply with DAFMAN 23-300 and MAJCOM directives.

Creates computer inputs and maintains Master CIR and Master SPRAM jacket files. Corrects errors identified on equipment listings. Schedules and reviews organizational equipment/SPRAMS accounts with custodians' annual inventories. Ensures annual ELMS CIR are produced and signed by custodians and commanders. Maintains a suspense system for supply system validations and cancellations. Develops, implements, and performs administrative functions for the element.

Researches and replies to messages, letters, and inquiries. Assembles and analyzes information for equipment reports for higher headquarters. Generates specialized equipment management reports using BLADE. Maintains appointment letters, allowance documents, registers, vouchers, and files. Clears departing personnel. Provides Cargo Movement and Customer Support Liaison Element with current lists of equipment custodians.

Establishes, develops, and maintains effective working relationships with MAJCOM CEMO, SCOS, supported organizations, and higher headquarters. Meets with customers to assess satisfaction, explain policy and procedures, and resolve significant or potential problems. Provides customer guidance and training. Identifies needs and participates in special projects, milestones, and goals. Evaluates, analyzes, and responds to higher headquarters taskings.

Determines and recommends actions for unresolved or questionable problems and performs follow-up. Researches and recommends interpretations for issues impacting supported organizations. Other duties as assigned.(temporary, minor, or incidental tasks)

Requirements & Education

Education Requirements: High School Diploma or GED Degree Required: N/A Degree Required to qualify with Education Only (No Specialized Experience): master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related You must provide transcripts or other documentation to support your Educational claims.

If applicable, Combination of Specialized Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9.
