Job Summary

The Chief, Health Administration Service (HAS) provides overall leadership and managerial functions of planning, organizing, staffing, operating, and budgeting, for the service line. Develops and communicates the vision tor HAS, expresses the values that hold the service together, and guides it through significant and continual change to ensure that benefits are administered in an effective, patient focused manner. Major Duties

The duties of the Chief Health Administration Officer includes but is not limited to: Program Operations - 75% Responsible for marketing, business planning, external revenue generation, insurance operations, and overall leadership of the Health Administration Service (HAS). Applies the latest trends in managed care, healthcare delivery systems, and reimbursement issues. Responsible for oversight of all HAS programs and functions. Proficient at both Oracle and VISTA to support national requirements and collaboration with non-Cerner facilities. Responsible for providing constructive recommendations for modifications to Oracle to increase efficiency and effectiveness of the Electronic Health Record and for pre/post training requirements for future Oracle facilities. Responsible to ensure that the service line resources are used effectively and efficiently. Develops annual budget for HAS programs and ensure that the annual budget projections are accurate and support the service line strategic plans. Identifies opportunities to reduce costs, eliminate waste. Ensure resources are used in the most cost-effective manner. Participates in Health Care System's strategic planning process and works with the Director, to develop a complementary HAS strategic plan to help the facility meet patient care goals. Coordinates HAS representation on all major clinical and administrative Health Care System committees. Ensures that the HAS service line provides timely and effective response to patients, clinical and administrative staff, Service Organization Officers, congressional aides, management, etc. Effectively anticipates potential issues, develops solutions, and creates plans that align with workload demands as well as patient needs and expectations. Supervisory Duties - 25% Responsible for personnel management activities for all staff assigned to HAS. Approves, rejects, or recommends selections, promotions, status changes, awards, disciplinary actions, and separations. Responsible of performance evaluations of all HAS staff and ensures that management actions are consistent with the Union agreement, EEO principles and safety policies.
