This position is located in the Division of Contract Care, Office of Resource Access and Partnerships, Indian Health Service. The duty station is negotiable for an IHS Office at the following locations: Albuquerque, NM, Phoenix, AZ, Oklahoma City, OK or Rockville, MD. The position reports to IHS Headquarters Office. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).
The Health System Specialist administers and manages the Catastrophic Health Emergency Fund (CHEF) program, overseeing fund resources, reimbursement activities, and program operations supporting IHS and Tribal Purchased/Referred Care (PRC) programs. The position reviews and adjudicates CHEF cases, develops and interprets program guidance and procedures, and provides technical assistance to promote consistent application of program requirements.
The specialist also analyzes operational and funding issues, evaluates program effectiveness, and advises leadership on policy, financial, and program improvements. In this role, you will also: Coordinate with IHS Headquarters, Area Offices, Service Units, and Tribal programs to address program issues, evaluate operations, and support continued improvement of CHEF activities.
Develop recommendations addressing significant policy, regulatory, financial, and organizational matters affecting CHEF and PRC program operations. Respond to Congressional, administrative, and other high-level inquiries and communicate program information to internal and external stakeholders. Lead special CHEF projects, coordinating activities and stakeholders, analyzing results, and developing recommendations that support program objectives.
Analyze CHEF and PRC funding requirements, utilization, and expenditure patterns and contribute to budget formulation and assessment of future program needs.
