Job Summary

This position is located at Departmental Offices,Management CFO - DAS Human Resources and CHCO. As a HR Specialist (Employee / Labor Relations), you will serve as technical authority in all aspects of DO's Employee Relations program, including conduct, performance and attendance issues, Office of Inspector General referrals, and administrative inquiries, in order to provide authoritative guidance to DO employees, managers and supervisors on complex ELR issues.

Key Responsibilities

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Works with senior managers to consider, draft, issue, and defend disciplinary actions related to misconduct and poor performance.

Regularly research legal matters including those beyond the scope of normal ELR issues, to include analysis, interpretation, and application of sources such as federal travel regulations, compensation regulations, purchase card policies and agreements, and the DO Security Manual to support sensitive matters impacting DO employees in the United States and abroad. Identify and propose solutions to problems that are unique and precedent setting.

Evaluate and make recommendations concerning overall program plans and objectives. Lead or participate in the development and maintenance of DO policy and other issuances, operating guidance, training materials, marketing strategy, etc. in connection with assigned program areas and or projects. Oversee DO contract for the Drug-Free Workplace and Employee Assistance Program.

Provide technical advice to General Counsel staff in the defense preparation of appeals, grievances, and discrimination complaints brought against DO.
