Job Summary

This position is located in the Veterans Health Administration (VHA), Human Capital Management (HCM), Workforce Management and Consulting (WMC). It serves as Director of a Human Resources Operational Center (HROC) and has delegated appointing authority and responsibility to manage and direct the human resources program for a large and complex region, which includes and supports geographically separated Health Service Areas (HSAs), Medical Centers and other VA facilities.

Key Responsibilities

Please note that you must live within the catchment area of the Human Resources Operational Center (HROC) to which you are selected. HROC 1 ((VA North Atlantic)) includes West Virginia, Pennsylvania, New York, New Jersey, Maine, Rhode Island, Delaware, Maryland, District of Columbia, Connecticut, Vermont, New Hampshire and Massachusetts. HROC 2 (VA Southeast) includes Georgia, Florida, Alabama, South Carolina, North Carolina, Puerto Rico, Virgin Islands and Virginia.

HROC 3 (VA MidAmerica) includes Ohio, North Dakota, South Dakota, Iowa, Indiana, Illinois, Michigan, Kentucky, Wisconsin, Minnesota and Tennessee. HROC 4 (VA Heart of the Nation) includes Wyoming, Utah, Nebraska, Colorado, Kansas, Missouri, Oklahoma, Texas, Arkansas, Mississippi, and Louisiana HROC 5 (VA Pacific West) includes Washington, Montana, Oregon, Nevada, California, Idaho, Arizona, Alaska, Hawaii, Guam, American Samoa, Northern Mariana Islands, and New Mexico.

As the Human Resources Operations Center (HROC) Director for a large and complex Veterans Integrated Service Network (VISN)/region, the incumbent: Leads, directs, and oversees all HR operational services across multiple medical centers, Health Service Areas (HSAs), and geographically dispersed facilities, applying delegated appointing authority to manage the full VISN-wide HR program.

Provides executive-level direction and authoritative consultation to VISN leadership, medical center directors, clinical executives, and program managers on HR management principles, operations, innovations, and workforce strategies.

Exercises full supervisory authority over multiple HR functional areas-including staffing and recruitment, classification, compensation, labor and employee relations, HR development, benefits, personnel security, and HR information systems-through subordinate supervisors.

Establishes and communicates HR performance metrics, quality standards, service-level agreements, workflow goals, and operational priorities to ensure efficient, effective, and compliant HR service delivery across the VISN. Oversees the operating budget for regional HR programs; ensures alignment with OPM, VA, VHA, VISN, and medical center regulations, directives, policies, and compliance requirements.

Leads the design, implementation, evaluation, and continuous improvement of HR service delivery models, HR operations processes, and organizational structures to enhance customer experience, efficiency, and accuracy. Develops, maintains, and enforces governance processes for HR policies, procedures, and operational guidance; participates in policy councils, compliance reviews, and governance workgroups.

Oversees VISN-wide staffing, recruitment, onboarding, appointment processing, and use of hiring authorities, ensuring proper application of Veterans Preference, Direct Hire, and staffing flexibilities. Provides senior oversight of labor and employee relations operations, ensuring timely resolution of complex cases; advises on disciplinary actions, grievances, appeals, negotiations, and union matters.

Serves as the VISN/region's senior advisor on HR policy impacts, risk assessments, workforce implications, and implementation strategies; drafts policy impact analyses, training, and communications. Directs creation of VISN-wide HR reports, Congressional responses, OIG submissions, and compliance reviews; monitors HR administration metrics and Strategic Analytics for Improvement and Learning (SAIL).

Facilitates HR engagement strategies with employees, managers, executives, and stakeholders; conducts customer experience assessments, focus groups, surveys, and feedback sessions to drive service improvements. Plans, assigns, evaluates, and directs work across multiple HR supervisory levels; approves selections, promotions, training, disciplinary actions, grievances, leave, telework, and organizational structure changes.

Work Schedule: Monday-Friday 0800-1630 Compressed/Flexible: May be available Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to in person work mandate in their current position.

Definition of Virtual Work: Employee works outside of original hiring duty station at a VA owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in person work unless they have an approved exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.
